Large entertainment venues in Portland will now contribute to local arts trust fund

PORTLAND (WGME) – Entertainment venues with a capacity of 2,000 or more people are now required to contribute a portion of ticket sales to Portland’s local arts trust fund.

The city council approved the change unanimously Monday night.

It applies to venues not operated by the city.

Between 1 and 2 percent of base ticket prices will go to an entertainment center trust fund.

That money will be used to support entertainers and entertainment businesses.

The change comes after Live Nation proposed a 3,300-seat downtown concert venue.

It sparked outcry from some, claiming it will hurt other venues.

A co-developer spoke Monday night and wants leaders to look at the big picture.

“Oxford Economics, one of the most reputable economics firms in the world, has said that Portland Music Hall will bring $44 million a year in positive economic impact to this city. This city needs that,” Live Nation project co-developer Todd Goldenfarb said.

He went on to say Live Nation had already proposed a community benefit as part of the project.

Some point out the new rule will hurt other existing large venues like the Cross Insurance Arena and Thompson’s Point.

Other sites, like the State Theater and Merrill Auditorium, won’t be affected because they have a capacity under 2,000.

There is also a moratorium in place in Portland right now.

It prevents new entertainment venues with over 2,000 seats from being built.

The six-month moratorium started in August amid the Live Nation backlash.

Developers say Live Nation’s proposal to build the Portland Music Hall on Cumberland Avenue, across from Merrill Auditorium, is still set to go before the planning board for approval.
