City leaders in McKinney have taken the first step toward developing a new entertainment amenity in the Collin County seat.
McKinney City Council on April 7 authorized the city manager to negotiate an agreement with Lubbock-based architecture and engineering firm Parkhill, Smith & Cooper Inc. to spearhead development of a 300-acre city-owned site at Bloomdale Road and Taylor Burke Drive into a sports and entertainment complex.
The resolution to negotiate a letter of intent passed unanimously alongside an agreement to pay Parkhill $144,850 for providing planning and engineering services for a feasibility study on a proposed multigenerational recreation center, according to city documents.

If no agreement is reached with Parkhill by Oct. 15, the letter of intent will expire, according to the resolution. Parkhill’s feasibility study will include visioning, local recreation market analysis, community engagement, architectural programming, conceptual design and development of a project budget and implementation timeline.
