Rogers: Fairy tale of the $1 billion Norman arena entertainment district

The Journal Record article on April 15, 2026, repeats the marketing narrative that the Arena and Entertainment District is a $1 billion project.  This figure is more fantasy than reality.  The project plan, the economic development agreement, and the phasing plan all suggest that the project will be worth much less than $1 billion.

The project plan that was initially marketed was based on a 2024 study by Hunden Partners. Their report considered a significantly larger-scale project than the approved project.  In comparison, the approved project plan includes 65% fewer multifamily housing units, 50% fewer square feet of restaurants and retail, and 68% fewer square feet of commercial office space.

The value of the downsized project is clearly not $1 billion as indicated in the development agreement. The developer parties, UNP North, LLC a wholly owned subsidiary of OU Foundation and the Cleveland County Recreation and Entertainment Facility Trust, are obliged to “cause the incurrence and expenditure of total costs of at least $650,000,000 toward the Project on the Property, which lies withing the boundaries of the Increment Districts.” (Section 1.03(a))

Remarkably, the developer parties are not required to spend their own money. The public is on the hook for up to $600 million which counts toward the $650 total costs obligation. The phasing plan projects even less investment. It details only $623 million in total expenditure with only $393 from private developers.

Besides the shrunken project, another misdirect is confusing real estate value with financing costs. Most people who take on a mortgage spend a lot more to buy their home than the home’s market value. The home’s value is not the total amount paid to the mortgage company.

Similarly, the significant costs to finance TIF development should not be construed as the value of the district. The public is potentially on the hook for $370 million to finance $230 million in capital costs. The developers suggested financing costs of $560 million to finance $240 in capital costs at the June 2024 planning commission meeting.  These significant financing costs are not an indication of the value of the project.

I urge media outlets to report figures for the actual arena and entertainment district instead of repeating information from promotional campaigns. Verify claims with project documents. Anticipated investment in the Arena TIF district is $623 million, which is a far cry from $1 billion.
