NORMAN, Okla. –

Developers and Norman leaders are set to break ground on the Rock Creek Entertainment District on Tuesday, May 12, marking the next step in a large mixed-use development tied to the University of Oklahoma.

Rainier Development Company said the ceremony is scheduled for 10 a.m. on the west side of 24th Avenue NW and Radius Way. The University of Oklahoma Foundation announced Rainier as the district’s master developer on April 14.

According to project organizers, the Rock Creek Entertainment District is planned as a 269-acre development near Interstate 35 and Rock Creek Road.

Plans call for a multipurpose performance venue, restaurants, retail space, office development, a hotel and multiple housing options. Officials said the district is designed as a walkable, year-round destination intended to support tourism and economic activity in Norman.

Scheduled speakers at the groundbreaking include University of Oklahoma President Joseph Harroz Jr., Rainier Companies CEO Danny Lovell, Norman Chamber of Commerce President and CEO Scott Martin and several local and state officials.

Economic impact and development details

Project organizers said the development could generate more than $1 billion in total investment, including about $800 million in private capital.

Officials also said the district is expected to create more than 3,000 construction and permanent jobs over time.

Local opposition

The Rock Creek Entertainment District has faced some opposition from locals, including a challenge that went before the Oklahoma Supreme Court.

In February, the court sided against a proposed referendum challenging the project, which sought to put it to a public vote.
