A major structural shift is taking place in how South Korea exports its entertainment assets. Park Jin-young, the founder and executive producer of JYP Entertainment, has partnered with the South Korean government to launch a series of ambitious global cultural projects, including a multi-day international event designed to rival the scale of major American music festivals.

Speaking at a press briefing at the National Museum of Modern and Contemporary Art in Seoul, Park detailed his strategy as co-chair of the Presidential Committee on Popular Culture Exchange. Appearing alongside Culture Minister Chae Hwi-young, the music veteran outlined a blueprint to transform passive audience consumption into a permanent, highly organised global fan economy.

Building an International Festival Infrastructure

At the core of the strategy sits the Fanomenon Festival, an eleven-day cultural event scheduled to debut in December 2027 before expanding internationally. The committee explicitly framed the gathering as a Korean alternative to massive Western music events like the Coachella Valley Music and Arts Festival and Lollapalooza.

“The starting point was recognising this as a fandom industry,” Park stated during the Seoul briefing. “If South Korea becomes the leader of this fandom industry, it would mean leading an entire industry. This could provide long-term strength to our nation. If pursued, it could create opportunities for the next generation worldwide to connect through popular culture, not just K-culture.”

The domestic premiere will be split between the newly constructed Seoul Arena in Changdong and the Kintex exhibition complex in Goyang. Unlike traditional pop concerts, the festival will feature an array of musical genres—including jazz, electronic dance music, rock, R&B, and traditional Korean instruments—alongside interactive esports tournaments, film screenings, and business forums.

Four of the country’s largest entertainment agencies—HYBE, SM Entertainment, YG Entertainment, and JYP Entertainment—formed a joint venture to manage the festival’s private sector programming, with plans to launch a global tour edition starting in Los Angeles in May 2028.

Permanent Cultural Spaces and Economic Projections

Beyond seasonal live events, the initiative includes the construction of permanent, multi-purpose facilities called K-Culture Centers in key international markets. Designed as regional hubs for South Korean media and commerce, each facility will feature a twenty-thousand-seat performance arena alongside government offices and corporate exhibition halls.

“Imagine a spaceship representing South Korea landing in major cities worldwide,” Park explained. “We are simultaneously advancing these three projects and making rapid progress.”

Government projections estimate that the initial December 2027 festival in South Korea will draw over 520,000 visitors, including 200,000 international travelers, generating an economic impact exceeding one trillion won (roughly 680 million US dollars). The figures draw direct inspiration from California’s Coachella festival, which routinely generates around 700 million dollars in regional economic activity.

By coordinating state infrastructure, custom hotlines, and private production expertise, South Korea aims to institutionalise its cultural reach, cementing its position as a dominant global force in modern entertainment.
