{"id":1957003,"date":"2025-08-13T00:08:15","date_gmt":"2025-08-13T00:08:15","guid":{"rendered":"https:\/\/celebrity.land\/en\/?p=1957003"},"modified":"2025-08-13T00:08:15","modified_gmt":"2025-08-13T00:08:15","slug":"stamford-parks-and-rec-commission-pauses-oks-of-new-music-events","status":"publish","type":"post","link":"https:\/\/celebrity.land\/en\/stamford-parks-and-rec-commission-pauses-oks-of-new-music-events\/","title":{"rendered":"Stamford Parks and Rec Commission pauses OKs of new music events"},"content":{"rendered":"<p><\/p>\n<div data-block-type=\"text\" data-dropcap=\"false\">\n<p>STAMFORD \u2014 The <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.stamfordadvocate.com\/news\/stamford\/\" data-link=\"native\" class=\"\">Stamford<\/a> Parks and Recreation Commission won\u2019t approve any new event proposals that include \u201camplified music\u201d until the Board of Representatives weighs in on what that means.<\/p>\n<\/div>\n<div data-block-type=\"text\" data-dropcap=\"false\">\n<p>Melanie\u00a0Hollas, chairwoman of the commission, said during the June 25 meeting she expected the group to have to review more events that request \u201camplified music\u201d and that the city was looking to host more events in its parks.\u00a0<\/p>\n<\/div>\n<div data-block-type=\"text\" data-dropcap=\"false\">\n<p>Some members of the commission said the regulations that define \u201camplified music\u201d were too vague. That law, however, Hollas said, had been used to deny \u201cthe majority of amplified music requests.\u201d\u00a0<\/p>\n<\/div>\n<div data-block-type=\"text\" data-dropcap=\"false\">\n<p>The commission voted 5-0 to hold off on approving any new event applications that include amplified music until it received guidance from the Board of Representatives.\u00a0<\/p>\n<\/div>\n<div data-block-type=\"text\" data-dropcap=\"false\">\n<p>Regulation 175-1-23, titled \u201cNoise; Amplified Music,\u201d says no one can make \u201cunreasonable noise\u201d in any park or recreational facility, which is defined as any noise that is an \u201cexcessive or unusually loud sound that could reasonably be expected to disturb the peace, comfort or repose of a reasonable person of normal sensitivity,\u201d according to the regulation.\u00a0<\/p>\n<\/div>\n<div data-block-type=\"text\" data-dropcap=\"false\">\n<p>That same rule also does not allow for the use of any \u201csound reproduction device,\u201d like a speaker system, without a permit from the city. There are some exemptions, including acoustic instruments and automobile and portable radios, that must \u201cnot unreasonably disturb other persons,\u201d according to the rules.\u00a0<\/p>\n<\/div>\n<div data-block-type=\"text\" data-dropcap=\"false\">\n<p>There is no exact decibel limit mentioned in the rules, though.\u00a0<\/p>\n<\/div>\n<div data-block-type=\"text\" data-dropcap=\"false\">\n<p>Hollas said she specifically wants the Board of Representatives to help better define what \u201cunreasonable noise\u201d is and say what should be allowable exemptions under that rule. \u00a0<\/p>\n<\/div>\n<div data-block-type=\"text\" data-dropcap=\"false\">\n<p>Hollas said she was uncomfortable potentially allowing events that had \u201camplified music\u201d after the city passed an ordinance that sought to curb that type of loud noise, specifically by limiting the use of external loudspeakers in cars. She said the city already gets \u201ca lot of noise complaints.\u201d\u00a0<\/p>\n<\/div>\n<div data-block-type=\"text\" data-dropcap=\"false\">\n<p>\u201cIt&#8217;s hard for me to accept that we are telling a certain group of people that you&#8217;re not allowed to have amplified music because it&#8217;s unreasonable and it bothers other people, but then we&#8217;re allowing amplified music events to happen in the park that may bother the same people,\u201d Hollas said.\u00a0<\/p>\n<\/div>\n<div data-block-type=\"text\" data-dropcap=\"false\">\n<p>Benjamin Pomerantz, a member of the commission, said the language of the rule that discussed \u201camplified music\u201d would be hard to enforce because what is \u201cunreasonable\u201d for one person may not be to another.\u00a0<\/p>\n<\/div>\n<div data-block-type=\"text\" data-dropcap=\"false\">\n<p>\u201cWe have to find a way to allow for use in public parks that allows for music, and sometimes even amplified music, but in a way that takes into consideration the neighbors,\u201d Pomerantz said.\u00a0<\/p>\n<\/div>\n<div data-block-type=\"text\" data-dropcap=\"false\">\n<p>Commission member Angela Adetola said Pomerantz\u2019s comments \u201cmade a lot of sense.\u201d She also said different groups in the city would have different reactions and wants in relation to the events the commission reviews and that the commission needs to be mindful of those.\u00a0<\/p>\n<\/div>\n<div data-block-type=\"text\" data-dropcap=\"false\">\n<p>\u201cWe just have to really figure out a balance for what we&#8217;re doing when we have to vote on these types of events,\u201d Adetola said.\u00a0<\/p>\n<\/div>\n<div data-block-type=\"text\" data-dropcap=\"false\">\n<p>Commission member Paul Newman said the line should be drawn at what the nearby community relative to an event wanted. People showing up to speak against an event is evidence of an \u201cunreasonable intrusion into those people&#8217;s quiet areas,\u201d he said.\u00a0<\/p>\n<\/div>\n<div data-block-type=\"text\" data-dropcap=\"false\">\n<p>A permit to allow that type of noise should not be given out if the community doesn\u2019t want it, he said.<\/p>\n<\/div>\n<div data-block-type=\"text\" data-dropcap=\"false\">\n<p>Commission member Michael Tedder agreed with Newman.
