Gavin Newsom announced the <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/film.ca.gov\/tax-credit\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:expansion;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">expansion<\/a> of tax credits for television shows and movies in July. That expansion <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.gov.ca.gov\/2025\/07\/02\/governor-newsom-marks-historic-expansion-of-californias-film-and-television-tax-credit-program-announces-16-new-projects-to-film-in-the-golden-state\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:more than doubled;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">more than doubled<\/a> funding for the program to $750 million from $330 million.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The Governor\u2019s Office announced the tax credits for the 22 productions this week and said they would bring an estimated $1.1 billion in economic activity. The office said that breaks down to $413 million in wages and $714 million in expenditures.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The projects are employing 6,500 actors and crew members throughout the state, the office said in a <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.gov.ca.gov\/2025\/08\/27\/nearly-two-dozen-new-tv-projects-to-bring-in-1-1-billion-to-californias-economy-thanks-to-the-governors-newly-expanded-film-and-television-tax-credit-program\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:news release;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">news release<\/a>.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The productions spell more than 1,100 filming days, which the Governor&#8217;s Office called &#8220;a major boost&#8221; to local economies throughout the Golden State.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cCalifornia has long been the entertainment capital of the world \u2014 and the newly expanded film and TV tax credit program is keeping it that way,\u201d Newsom said. \u201cThis program means paychecks for middle-class workers, opportunities for small businesses and investment in communities up and down the state.&#8221;<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">But in February, the nonpartisan <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/lao.ca.gov\/Publications\/Report\/5000#:~:text=Spending%20Associated%20With%20Projects%20Allocated%20Tax%20Credits,sound%20recording%20industry%20by%20a%20few%20percent.\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Legislative Analyst\u2019s Office;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Legislative Analyst\u2019s Office<\/a> said the impact of the tax credits program is minimal.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cCalifornia\u2019s film tax credit likely increases the size of the state\u2019s motion picture and sound recording industry by a few percent,\u201d the LAO wrote in a report on the 2025-26 state budget.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">A more difficult question is the credit\u2019s impact on the state economy, the LAO wrote.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cThere is currently no compelling evidence to suggest that film tax credits have a positive effect on the size of the state\u2019s economy overall, after considering two important offsetting factors,\u201d the LAO said.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The office said one factor is the loss of state tax revenues that could have been used in another way to boost the economy. It said the other factor is that labor resources used on tax-credit productions may have been used in other industries.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">But the LAO also noted, &#8220;A previous LAO analysis of the early years of California\u2019s tax credit estimated that two\u2011thirds of the projects that were allocated a tax credit would have filmed in another location had they not been awarded a credit.&#8221;<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The 22 shows getting the tax credits vary from \u201cNCIS: Origins,\u201d a CBS Studios series that films at Paramount Pictures in Hollywood, to \u201cThe Studio,\u201d an Emmy-nominated comedy that films at various Los Angeles locations and stars Seth Rogen as movie studio chief Matt Remick. Rogen is also one of the co-creators, executive producers, directors and writers of the Lionsgate series, which is getting tax credits for its second season on Apple TV+.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Other shows getting tax credits include \u201cGroup Chat,\u201d a 20th Television pilot for Hulu; a new HBO series from Larry David of \u201cCurb Your Enthusiasm\u201d fame; the second season of Warner Bros. Television\u2019s Emmy-nominated \u201cPresumed Innocent,\u201d streaming on AppleTV+; and Sony Pictures Television\u2019s \u201cS.W.A.T.
