Snedeker noted this number marks a decrease in complaints from last year.<\/p>\n<p>During the Selectboard\u2019s Wednesday meeting, three Whately Road residents expressed frustration with noise from the concerts invading their homes and the town\u2019s response.<\/p>\n<aside class=\"scaip scaip-1    \">\n\t\t<\/aside>\n<p>Matt Tuttle said the soundchecks before Tree House Brewing Co.\u2019s summer concerts disrupt those who work from home.<\/p>\n<p>\u201cThis ongoing noise pollution has had a serious impact on my family\u2019s quality of life,\u201d Tuttle said. \u201cThe town has constantly placed Tree House profits ahead of the well-being of its residents.\u201d<\/p>\n<aside>\n\t\t<\/aside>\n<p>He added, \u201cThe noise pollution is a problem created by Tree House, but the Selectboard\u2019s decisions have made it our problem to live with.\u201d<\/p>\n<p>Bev Boykan echoed Tuttle\u2019s comment, claiming, \u201cThere has been noise \u2014 it\u2019s not music, it\u2019s noise \u2014 since the very first concert.\u201d Later in the meeting, she invited the Selectboard, Town Administrator Chris Dunne and Snedeker to visit her home during the next concert. \u201cYou\u2019ve got to witness it.\u201d<\/p>\n<p>\u201cI just really want the Selectboard to hear our concern and note that it is 100% valid,\u201d added Noelle Doherty. <\/p>\n<p>Selectboard Chair Trevor McDaniel said the proposed revisions to the entertainment license represent the town \u201ctrying to find ways to alleviate the frustrations people have.\u201d<\/p>\n<aside class=\"scaip scaip-3    \">\n\t\t<\/aside>\n<p>The first possible license revision the Selectboard discussed requires all musical acts, performers and bands performing on an outdoor stage to use the PA sound system provided by the business without any additional external PA systems \u201cfor amplification purposes,\u201d unless the Selectboard grants approval beforehand.<\/p>\n<p>The Selectboard also discussed a revision requiring the sound system operator to \u201cmake all reasonable efforts to adhere to sound level recommendations set forth in the World Health Organization\u2019s global standard for safe listening,\u201d reads a draft of the condition.<\/p>\n<p>According to the World Health Organization\u2019s <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/iris.who.int\/bitstream\/handle\/10665\/352277\/9789240043114-eng.pdf?sequence=1\">website<\/a>, this global standard includes six rules: the decibel level of the amplified music must not exceed 100 decibels; the operator of the sound equipment must monitor the sound levels live; the sound system and acoustics of the venue must be \u201coptimized\u201d; hearing protection, like ear plugs, must be available at the venue; the space must include designated quiet zones; and the audience and venue staff must be \u201cmade aware of practical steps they can take to ensure safe listening.\u201d<\/p>\n<aside>\n\t\t<\/aside>\n<p>The Selectboard also discussed a \u201cschooltime condition,\u201d as McDaniel called it, requiring that events, including gatherings with amplified music, cease by 10 p.m. Selectboard Clerk Tim Hilchey said the weekday concerts at the start of the school year create \u201cnot an ideal situation.\u201d<\/p>\n<p>McDaniel stressed the significance of this proposed condition, stating, \u201cI feel extremely strong about this.\u201d<\/p>\n<p>The Selectboard also discussed a condition defining the start and end dates for event seasons at businesses with the entertainment license.<\/p>\n<p>\u201cThere\u2019s what we want, and there\u2019s also what\u2019s legal,\u201d McDaniel said. \u201cThere\u2019s work that still needs to be done on this.\u201d<\/p>\n<p>If the Selectboard decides to solidify these ideas into official revisions, the revisions would take effect when business\u2019 entertainment licenses are renewed in December.<\/p>\n<p>Hilchey clarified that the proposed revisions would not only apply to Tree House Brewing Co., but all town businesses with an entertainment license.<\/p>\n<p>\u201cIt just happens that Tree House is the current concert company that is affecting people\u2019s lives,\u201d Hilchey said.<\/p>\n<p>Hilchey added that the Selectboard plans to \u201cwork collaboratively\u201d with Tree House Brewing Co. to brainstorm specific solutions for the noise complaints.
