{"id":2003924,"date":"2025-09-07T12:54:25","date_gmt":"2025-09-07T12:54:25","guid":{"rendered":"https:\/\/celebrity.land\/en\/?p=2003924"},"modified":"2025-09-07T12:54:25","modified_gmt":"2025-09-07T12:54:25","slug":"cleveland-county-requests-entertainment-district-services-news","status":"publish","type":"post","link":"https:\/\/celebrity.land\/en\/cleveland-county-requests-entertainment-district-services-news\/","title":{"rendered":"Cleveland County requests entertainment district services | News"},"content":{"rendered":"<p><\/p>\n<div id=\"article-body\" itemprop=\"articleBody\" false=\"\">\n                                <meta itemprop=\"isAccessibleForFree\" content=\"true\"\/><\/p>\n<p dir=\"ltr\"><em>Correction: This story was updated at 10:08 a.m. Aug. 11 to reflect the proper spelling of David Floyd&#8217;s last name.<\/em><\/p>\n<p dir=\"ltr\">Cleveland County Recreation and Entertainment Facilities Authority unanimously approved issuing a request for proposals for designer, builder and operator services for the Rock Creek Entertainment District Project Plan in a nearly eight-minute <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/clevelandcountyok.com\/AgendaCenter\/ViewFile\/Agenda\/_08072025-1459\" target=\"_blank\">special meeting Thursday<\/a>.<\/p>\n<p dir=\"ltr\"><a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/clevelandcountyok.com\/133\/District-2\" target=\"_blank\">Jacob McHughes<\/a>, District 2 Cleveland County commissioner, served as chair of the meeting and <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/clevelandcountyok.com\/132\/District-1\" target=\"_blank\">Rod Cleveland<\/a>, District 1 Cleveland County commissioner, served as vice chair. Members of the authority include Cleveland County District 3 Commissioner <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/clevelandcountyok.com\/134\/District-3\" target=\"_blank\">Rusty Grissom<\/a>, <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/soonersports.com\/staff-directory\/larry-naifeh\/84\" target=\"_blank\">OU executive deputy athletic director Larry Naifeh<\/a> and Steve McDaniels, who was not present at the meeting.\u00a0<\/p>\n<p dir=\"ltr\">David Floyd, an attorney and the authority\u2019s special counsel, proposed submitting the request before the meeting. Floyd said the authority has to meet obligations under the <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.oudaily.com\/news\/cleveland-county-board-of-commissioners-university-north-park-entertainment-district-authority-norman\/article_c3add89e-fb89-11ef-bcef-63155b84e966.html\" target=\"_blank\">economic development agreement<\/a> between the city, the Norman Tax Increment Finance Authority, the <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/home.oufoundation.org\/s\/1720\/21\/home.aspx?gid=2&amp;pgid=1998\" target=\"_blank\">OU Foundation<\/a> and the authority.\u00a0<\/p>\n<p>The economic development agreement was <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.oudaily.com\/news\/cleveland-county-board-of-commissioners-university-north-park-entertainment-district-authority-norman\/article_c3add89e-fb89-11ef-bcef-63155b84e966.html\" target=\"_blank\">unanimously approved<\/a> by the authority in May.<\/p>\n<p dir=\"ltr\">Floyd said that in order to meet deadlines outlined in the economic development agreement, the authority has to start the process of soliciting a designer, an operator and a builder for the entertainment district plan through a request for proposal, a document that requests price quotes from potential suppliers of goods or services.<\/p>\n<p dir=\"ltr\">Despite the pending legal case before the Oklahoma Supreme Court, Floyd said the economic development agreement is still in effect.<\/p>\n<p dir=\"ltr\">\u201cWhile we are waiting on the challenge to be resolved by the Supreme Court, the economic development agreement is still in force,\u201d Floyd said. \u201cThe filing of an appeal of and by itself does not undo the district court\u2019s ruling.\u201d<\/p>\n<p dir=\"ltr\">Floyd said the authority has waited as long as possible to take action to give the court time to reach a final decision.<\/p>\n<p dir=\"ltr\">\u201cThat\u2019s why we\u2019ve waited as long as possible on issuing (a request for proposal),\u201d Floyd said. \u201cWe want the court to rule, we don\u2019t want to overstep ourselves, but at some point we have to act to make sure that we stay in compliance with the deadlines in the economic development agreement.\u201d<\/p>\n<p dir=\"ltr\">In the event of an adverse ruling from the Supreme Court, the authority can pause the process until voters have a chance to weigh in on the project, Floyd said.<\/p>\n<p dir=\"ltr\">Cleveland said the authority is working backward from the agreement\u2019s required construction completion date of Jan. 1, 2029.<\/p>\n<div id=\"tncms-region-article_instory_middle\" class=\"tncms-region hidden-print\">\n<div id=\"tncms-block-1876025\" class=\"tncms-block green-button\">\n<section id=\"block-1876025\" class=\"block emphasis-h3 dark heading-color   tnt-has-block-bg\">\n<div class=\"card-panel panel\">\n<div class=\"panel-body\">\n<article class=\"card promo media\">\n<div class=\"media-body\">\n<p>Students pay about $14 in fees that support the Daily. There will be a 60-day response window before the authority starts negotiations with any qualified bidders, Floyd said.<\/p>\n<p dir=\"ltr\">Both Cleveland and Floyd told OU Daily after the meeting that the plan for purchasing or renting the land for the entertainment district had not been finalized. As of Thursday, the land is still owned by the OU Foundation.<\/p>\n<p>\u201cUltimately, either ownership or control of (the land) will have to pass to the authority,\u201d Floyd said. \u201cWe haven\u2019t yet determined what that form will be yet, but that\u2019s going to be at no cost to the authority. It\u2019s just going to be either a nominal sale or a lease at a nominal rent value.\u201d<\/p>\n<h2 style=\"text-align: center;\" dir=\"ltr\">Background<\/h2>\n<p dir=\"ltr\">On Sep. 20, three Norman residents filed a petition to turn the Rock Creek Entertainment District to a public vote. In October, <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.oudaily.com\/news\/university-north-park-entertainment-district-rock-creek-oklahomans-for-responsible-economic-development-ou-university-of-oklahoma-petition-norman-residents\/article_3935f83c-8cb6-11ef-b8d8-a79321e3931f.html\" target=\"_blank\">petitioners submitted 11,602 signatures<\/a>, exceeding the required 6,098. City Clerk Brenda Hall <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.oudaily.com\/news\/city-clerk-certifies-over-10-000-signatures-for-petition-to-bring-entertainment-district-to-public\/article_75fd6bdc-9ca7-11ef-9541-2b6ccc8d9627.html\" target=\"_blank\">certified 10,689 of the 11,602 signatures<\/a>.<\/p>\n<p dir=\"ltr\">In November, four Norman business leaders, Kyle Allison, director of Allison\u2019s FUN Inc,; Verson McKown, CEO of Ideal Homes &amp; Neighborhoods; David Nimmo, former president and CEO of Chickasaw Nation Industries; and Dan Quinn, former Ward 8 councilmember, <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.oudaily.com\/news\/city-of-norman-rock-creek-entertainment-district-university-of-oklahoma-petition-protesting-legal-notice\/article_ddb19830-a6e2-11ef-a710-cb32812177f3.html\" target=\"_blank\">filed a lawsuit challenging the gist<\/a> of the public vote proposed by the petition.<\/p>\n<p dir=\"ltr\">On Feb. 21, <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.oudaily.com\/news\/oklahomans-for-responsible-economic-development-referendum-petition-judge-jeff-virginuniversity-north-park-court-hearing\/article_20ec18a8-f0a0-11ef-b948-d7fa75a51ab6.html#:~:text=Independent%20local%20journalism%20for%20OU%20and%20Norman%20since%201916&amp;text=According%20to%20court%20records%2C%20Judge,ballot%20for%20a%20public%20vote.\" target=\"_blank\">Cleveland County Judge Jeff Virgin ruled<\/a> that the gist contained in the petition was insufficient and that it did not comply with an <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/oksenate.gov\/sites\/default\/files\/2019-12\/os34.pdf\" target=\"_blank\">Oklahoma statute<\/a> requiring a referendum petition to summarize the nature of the proposed referendum vote in a manner that can be understood by those who do not practice law.<\/p>\n<p dir=\"ltr\">On April 28, Norman residents <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.oudaily.com\/news\/rock-creek-entertainment-district-university-north-park-oklahoma-supreme-court-appeal-petition-invalid\/article_aabdfbb5-4815-4aca-9ac2-9d2951d7c9fe.html\" target=\"_blank\">filed a brief<\/a> with the Oklahoma Supreme Court appealing for the reversal of Virgin\u2019s ruling.<\/p>\n<p dir=\"ltr\">On April 24, <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.oudaily.com\/news\/rock-creek-entertainment-district-university-north-park-notice-of-default-norman-tax-increment-finance-district\/article_f223c790-4736-431d-8276-8058fd9ed6d3.html\" target=\"_blank\">a notice of default<\/a> to the city of Norman stated that if the Norman Tax Increment Finance Authority does not approve the phasing plan by May 24, the city could be sued. On May 20, <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.oudaily.com\/news\/norman-city-council-residents-university-north-park-rock-creek-entertainment-district-phasing-plan-approval\/article_62b9529b-91cd-425c-b7b3-315b298647e4.html\" target=\"_blank\">city council approved<\/a> the phasing plan for the project in an 8-1 vote.
