The two are working to revive the massive property into a dining and entertainment complex, part of the Reno Revival.\" orientation=\"vertical\" class=\"spacer-large\" util-module-path=\"elements\/media\"\/><\/p>\n<p>Madison Capital Group \u2014 the new majority owner behind the renovation of the former hotel-casino into a mixed-use commercial and residential space spanning two city blocks \u2014 is banking on Fine\u2019s plans to help the project move forward.<\/p>\n<partner-inline util-module-path=\"elements\/partner\" class=\"spacer-large\" placement=\"native-article_link\" sizes=\"[[300, 250], [3, 3]]\" min-height=\"250\" fluid=\"\" outstream=\"\"\/>\n<p>Once named the Reno City Center project, <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.rgj.com\/story\/news\/money\/business\/2024\/02\/20\/reno-city-center-project-files-for-chapter-11-bankruptcy-what-we-know\/72673148007\/\">the massive undertaking fell into bankruptcy<\/a> after it failed to reach an agreement with its lender when <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.rgj.com\/story\/news\/money\/business\/2023\/04\/21\/why-did-clear-capital-cancel-reno-city-center-lease-here-is-what-we-know\/70136670007\/\">prospective office tenant Clear Capital backed out of its lease<\/a>. The departure triggered a capital call from one of the project\u2019s lenders, which demanded payment over a $20 million loan.<\/p>\n<p><cta-atoms-container-inline util-module-path=\"elements\/cta\" class=\"spacer-large\"\/><\/p>\n<p>By February, <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.rgj.com\/story\/news\/money\/business\/2025\/02\/28\/reno-city-center-bankruptcy-dismissed-37-5-million-payment-due\/80863226007\/\">the project was able to come out of bankruptcy<\/a>, acquiring a new majority owner as well as a new name when <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.rgj.com\/story\/news\/money\/business\/2025\/03\/12\/new-owner-of-former-harrahs-reno-hotel-casino-wants-fresh-slate-for-reno-city-center-revival\/82283482007\/\">it was re-christened as Reno Revival<\/a>.<\/p>\n<partner-inline util-module-path=\"elements\/partner\" placement=\"native-article_link\" sizes=\"[[300, 250], [3, 3]]\" min-height=\"250\" fluid=\"\" outstream=\"\"\/>\n<p>Through it all, Fine Entertainment doggedly stuck with the project.\u00a0<\/p>\n<p>Since making his first visit to the property during the pandemic \u2014 Fine Entertainment\u2019s involvement was <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.rgj.com\/story\/news\/money\/business\/2020\/10\/13\/harrahs-reno-steakhouse-closes-permanently-reno-city-center-project-cai\/5972622002\/\">first teased in 2020 with plans for a \u201cbeer god pub\u201d<\/a> \u2014 Fine has soldiered through meetings held by the Nevada Gaming Control Board and Reno City Council, construction delays and freezes, and the switch in ownership and developers.\u00a0<\/p>\n<partner-banner util-module-path=\"elements\/partner\" fluid=\"\" bottom=\"\" lazy=\"\" class=\"spacer-large\" min-height=\"600\" outstream=\"\" momentum=\"\"\/>\n<p>Fine\u2019s decision to stay has come with a cost, literally.<\/p>\n<p>\u201cWe are under eight figures, still,\u201d a sheepish-looking Fine said.\u00a0\u201cSo we\u2019ve spent a considerable amount. We\u2019ve made a huge investment and we are going to make a much bigger one.\u201d<\/p>\n<h2 class=\"presto-h2 wp-block-heading\">Like Austin and Nashville but with more glitz<\/h2>\n<p>Fueling Fine\u2019s investments is the planned 180,000-square-foot entertainment complex.\u00a0<\/p>\n<p>The mammoth endeavor will claim a significant footprint at the former Harrah\u2019s Reno, taking up the first floor of the main tower, the old \u201cbank building\u201d and the basement. Think Cirque du Soleil\u2019s Michael Jackson ONE show in Mandalay Bay, the Sphere in Paradise or Las Vegas\u2019 slew of celebrity chef restaurants.<\/p>\n<partner-inline util-module-path=\"elements\/partner\" class=\"spacer-large\" placement=\"native-article_link\" sizes=\"[[300, 250], [3, 3]]\" min-height=\"250\" fluid=\"\" outstream=\"\"\/>\n<p>In contrast, the vibe in Austin, Texas, and Nashville, Tennessee, can be described as energetic but more intimate, revolving around live music, trendy food and drink, and arts and culture.<\/p>\n<p>Fine is aiming for something closer to the latter.<\/p>\n<p>\u201cWe\u2019re building something for the locals, we\u2019re building something for the college (crowd), we\u2019re building a reason for parents on weekends to stay downtown again (and) visit with their kids,\u201d Fine said.\u00a0<\/p>\n<partner-banner util-module-path=\"elements\/partner\" fluid=\"\" bottom=\"\" lazy=\"\" class=\"spacer-large\" min-height=\"390\" outstream=\"\"\/>\n<p>\u201cWe\u2019re building a reason for date night to be downtown again.\u201d<\/p>\n<p>Having more family-friendly options \u2014 a longtime request for downtown Reno among locals, along with a grocery store \u2014 is especially important, according to Fine.<\/p>\n<p>Attracting families will help get the necessary traffic to support all the attractions Fine Entertainment is building.\u00a0<\/p>\n<p>Fine Entertainment, for example, offers a summer movie program when school is out that attracts hundreds of people. It also works with high schools for sports tie-ins such as bringing in drum lines during football season. Ahlquist serves as the master developer on behalf of Madison Capital Group.<\/p>\n<p>Reno Revival will offer a mix of residential, office, hotel and retail space. While it expects to attract a mix of visitors and locals once completed, Ahlquist said, families and younger folks would truly make it a destination for everyone.<\/p>\n<partner-inline util-module-path=\"elements\/partner\" class=\"spacer-large\" placement=\"native-article_link\" sizes=\"[[300, 250], [3, 3]]\" min-height=\"250\" fluid=\"\" outstream=\"\"\/>\n<p>\u201cIf you go to (some of Fine\u2019s) places down in Vegas, it is high school bands and people, families, it\u2019s very much designed around the community,\u201d Ahlquist said. \u201cUntil I saw that in person, I was wondering what this place was going to be. but then I went down and I thought, \u2018Oh, this is perfect.\u2019\u201d<\/p>\n<h2 class=\"presto-h2 wp-block-heading\">What does Fine Entertainment plan to build inside the former Harrah\u2019s Reno property?<\/h2>\n<p>So far, <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.rgj.com\/story\/news\/money\/business\/2025\/09\/09\/former-harrahs-reno-revival-plans\/86030757007\/\">Fine Entertainment has confirmed about 10 attractions<\/a> that it plans to build at the former Harrah\u2019s Reno hotel-casino, including several based on its restaurants and bars in Las Vegas.<\/p>\n<partner-banner util-module-path=\"elements\/partner\" fluid=\"\" bottom=\"\" lazy=\"\" class=\"spacer-large\" min-height=\"390\" outstream=\"\"\/>\n<ul class=\"wp-block-list\">\n<li><strong>The Mint: <\/strong>One of the first three concepts unveiled by Fine Entertainment in 2023, The Mint is a cocktail lounge with a retro vibe. The <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.theminttavern.com\/\">first location for The Mint<\/a> is in Las Vegas.<\/li>\n<li><strong>PKWY Tavern:<\/strong> A bar geared toward locals with a selection of 400 beers plus pool, bowling and interactive offerings such as a rewards app. Fine has <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.pkwytavern.com\/\">several PKWY Tavern locations<\/a> in Las Vegas and Henderson.<\/li>\n<li><strong>The BLVD Grille: <\/strong>A restaurant that serves premium steaks and cocktails while offering live entertainment. Fine has <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.theblvdgrille.com\/\">an existing BLVD Grille<\/a> in Henderson.<\/li>\n<li><strong>The George Sportsmen\u2019s Lounge: <\/strong>A restaurant bar with a stadium-style sports experience and gourmet dining that combines a vintage and modern look. Additional entertainment includes local marching bands, singers and dancers. It will have slot machines, which will help satisfy the Nevada Gaming Control Board requirement to keep its gaming license active.<\/p>\n<p>\u201cThis one should be open sometime in October,\u201d Fine said. \u201cIt\u2019s just a small, nice bar with great viewing for football.\u201d<\/p>\n<partner-banner util-module-path=\"elements\/partner\" fluid=\"\" bottom=\"\" lazy=\"\" class=\"spacer-large\" min-height=\"390\" outstream=\"\"\/>\n<p>Up next will be PKWY Tavern and BLVD Grille, expected to open in the first quarter of 2026.<\/p>\n<p>Fine Entertainment will also take over the former Harrah\u2019s Reno plaza. It will then relocate to its permanent site in the complex.\" orientation=\"horizontal\" class=\"spacer-large\" util-module-path=\"elements\/media\"\/><\/p>\n<h2 class=\"presto-h2 wp-block-heading\">If Fine Entertainment builds it, will they come?<\/h2>\n<p>With multiple venues planned for the initial phase of the Reno Revival, the question is whether there\u2019s sufficient demand to fill it.<\/p>\n<p>In Las Vegas, Fine pointed out, the market is segmented between locals and tourists. It will also have an estimated 390 hotel rooms.<\/p>\n<p>Part of the challenge is that the project had to resubmit to the city its permits and drawings by architectural firm Gensler.<\/p>\n<partner-banner util-module-path=\"elements\/partner\" fluid=\"\" bottom=\"\" lazy=\"\" class=\"spacer-large\" min-height=\"390\" outstream=\"\"\/>\n<p>\u201c(Gensler) had a really tight timeline to get a bunch of drawings into the city and get the permits in so we\u2019re just waiting for comments to come back,\u201d Ahlquist said.<\/p>\n<p>Fine believes that the questions about foot traffic will resolve if his company builds something that people will want to go to.<\/p>\n<p>Giving people a place worth visiting will also solve the long-festering problem of not enough people coming downtown.
