The US president has taken Hollywood\u2019s side this week \u2013 or at least, it seems he thinks that\u2019s what he did \u2013 even as the industry\u2019s punchiest riposte to Trumpism yet was topping box-office charts around the world.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">While the opening weekend numbers for the <a rel=\"nofollow\" target=\"_blank\" class=\"link \" href=\"https:\/\/www.telegraph.co.uk\/films\/2025\/09\/17\/one-battle-after-another-thriller-leonardo-dicaprio\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Leonardo DiCaprio-led satirical thriller One Battle After Another;elm:context_link;itc:0;sec:content-canvas\">Leonardo DiCaprio-led satirical thriller One Battle After Another<\/a> were filtering through yesterday \u2013 a favourable if not seismic $50m (\u00a337m), \u00a32.4m of which was from the UK \u2013 Trump has posted on his Truth Social platform that his regime would be \u201cimposing a 100 per cent tariff on any and all movies that are made outside of the United States\u201d, with the stated aim of protecting the domestic film industry from foreign usurpers.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Several wags on X asked if the president was prompted to post after seeing DiCaprio\u2019s film, which has been variously described by Republican pundits as \u201ca reckless ode to radical terrorism\u201d and \u201can ill-timed apologia for Left-wing violence\u201d. Yet One Battle After Another poses a further problem for Trump: it\u2019s one of the few Hollywood blockbusters in recent years actually to be made anywhere near Hollywood, and would have been untouched by his tariffs.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The prospect of tariffs on films made overseas was <a rel=\"nofollow\" target=\"_blank\" class=\"link \" href=\"https:\/\/www.telegraph.co.uk\/world-news\/2025\/05\/05\/trump-announces-100-per-cent-tariffs-films-produced-in-uk\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:first raised by Trump in May;elm:context_link;itc:0;sec:content-canvas\">first raised by Trump in May<\/a>, in a social media post that prompted widespread international confusion. Did \u201cmade outside the United States\u201d refer to filming locations, or all aspects of production \u2013 and if the latter, wouldn\u2019t it be more cost-effective for studios to leave the US entirely? Would the tariffs apply to streaming platforms too, or just theatrical releases?<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Given that films are digital goods, and therefore exempt from tariffs in line with a 1998 World Trade Organisation ruling, how would they be levied in the first place? Wouldn\u2019t it be easier to offer competitive tax incentives, like Britain, Australia and many other countries do, in order to lure businesses back voluntarily? And as with all other tariffs, wouldn\u2019t the cost ultimately be passed on to the (in this case American) consumer anyway?<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">And what does \u201cmade outside the United States\u201d actually mean? It angers Trump that many Hollywood productions \u2013 from <a rel=\"nofollow\" target=\"_blank\" class=\"link \" href=\"https:\/\/www.telegraph.co.uk\/films\/0\/wicked-review-ariana-grande-cynthia-erivo\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Wicked;elm:context_link;itc:0;sec:content-canvas\">Wicked<\/a> and Barbie to the new Avengers and Spider-Man films \u2013 are made in the UK. But some scenes will be shot on location in the US, along with special effects and post-production. And how could could a globe-trotting caper like Mission: Impossible possibly be filmed in, say, Malibu?<\/p>\n<div class=\"relative\"><img alt=\"One Battle After Another\" loading=\"lazy\" width=\"960\" height=\"602\" decoding=\"async\" data-nimg=\"1\" class=\"rounded-lg\" style=\"color:transparent\" src=\"https:\/\/s.yimg.com\/ny\/api\/res\/1.2\/psBbx0t8xq7vZuN8dwsT1Q--\/YXBwaWQ9aGlnaGxhbmRlcjt3PTk2MDtoPTYwMjtjZj13ZWJw\/https:\/\/media.zenfs.com\/en\/the_telegraph_258\/cbf63a83cac3ae59ed676f006a2337ea\"\/><span class=\"absolute bottom-0 right-0 rounded-full bg-white p-3 opacity-100 shadow-elevation-3 transition-opacity duration-300 group-hover:block group-hover:opacity-100 md:p-[17px] lg:bottom-6 lg:right-6 lg:bg-white\/90 lg:p-5 lg:opacity-0 lg:shadow-none\"><\/span><\/div>\n<p>Largely shot in California, One Battle After Another, starring Benicio del Toro, would theoretically be unaffected by tariffs<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">More than four months have passed since those questions were raised. Despite the presumably Herculean efforts of Trump\u2019s special envoys to Hollywood \u2013 <a rel=\"nofollow\" target=\"_blank\" class=\"link \" href=\"https:\/\/www.telegraph.co.uk\/films\/0\/jon-voight-donald-trump-politics-films\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Jon Voight;elm:context_link;itc:0;sec:content-canvas\">Jon Voight<\/a>, Sylvester Stallone and Mel Gibson \u2013 to grapple with the economic nuance in the interim, no further details, nor even a vague timeline for implementation, have since cohered. Another creatively punctuated internet post, though, we did get.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cOur movie making business has been stolen from the United States of America, by other countries, just like stealing \u2018candy from a baby,\u2019\u201d Trump wrote on his Truth Social platform on Monday, before blaming the downturn on California\u2019s \u201cweak and incompetent\u201d governor, <a rel=\"nofollow\" target=\"_blank\" class=\"link \" href=\"https:\/\/www.telegraph.co.uk\/us\/politics\/2025\/08\/21\/gavin-newsom-tweets-trump-white-house\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Gavin Newsom;elm:context_link;itc:0;sec:content-canvas\">Gavin Newsom<\/a>. (In response, in a social media post of his own, Newsom described Trump\u2019s 100 per cent tariff proposal as \u201c100 per cent stupid\u201d.)<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Ironically, One Battle After Another is exactly the sort of production Trump appears to believe he\u2019s championing. A Dr Strangelove-esque send-up of contemporary US politics, it was shot largely in California, where DiCaprio\u2019s Bob Ferguson, a crusty ex-Antifa type, is trying to save his teenage daughter from a military hit squad. This outfit is led by Sean Penn\u2019s Colonel Steven J Lockjaw, who hopes that exacting revenge on this old foe and his offspring will help land him a position in the state\u2019s most prestigious white supremacist cabal.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">While not a blunt transliteration of America\u2019s current political plight (everything\u2019s adjacent or askew, and there\u2019s no Trump stand-in), the film certainly touches on various live issues \u2013 some more acutely than writer-director Paul Thomas Anderson could have imagined. It opens, for instance, with an armed raid on an immigration detention centre \u2013 which, after the <a rel=\"nofollow\" target=\"_blank\" class=\"link \" href=\"https:\/\/www.telegraph.co.uk\/us\/news\/2025\/09\/25\/ice-shooter-charlie-kirk-video-before-attack\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:recent shooting at an Immigration and Customs Enforcement (ICE) facility;elm:context_link;itc:0;sec:content-canvas\">recent shooting at an Immigration and Customs Enforcement (ICE) facility<\/a> in Texas, takes on a deeply uneasy resonance. Still, I think Anderson wants his audience to feel deeply uneasy, regardless of their own political sympathies.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">One Fox News commentator likened the film to \u201ca movie about World War Two in which you are meant to be cheering for lovable Nazis\u201d. But to claim that One Battle After Another uncritically champions DiCaprio\u2019s Weather Underground-type revolutionary outfit would itself be a reactionary reach.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The French 75, as they call themselves, are variously portrayed as egotistical crackpots and incompetent jobsworths, while the only noble impulses on show anywhere are DiCaprio\u2019s love for his daughter and protective paternal instincts. It\u2019s all rather <a rel=\"nofollow\" target=\"_blank\" class=\"link \" href=\"https:\/\/www.telegraph.co.uk\/us\/news\/2025\/05\/11\/meet-maga-moms-inspired-to-have-children-for-donald-trump\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:sweetly pro-family;elm:context_link;itc:0;sec:content-canvas\">sweetly pro-family<\/a>.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Will Trump watch the film and reconsider? It feels unlikely, given that it\u2019s almost three hours long. But from Hollywood\u2019s own perspective, its title may serve as a tidy summary of the remainder of Trump\u2019s second term nonetheless.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The movie business might have no love for the president, but its splashy glamour and back-slappy acclaim are Trumpian values through and through \u2013 which makes bringing it under control, or at least partially on side, a burning presidential concern. The sabre-rattling and bluster will not stop any time soon.
