Brent Bozell III, railed against Fox\u2019s \u201cMelrose Place\u201d and <a rel=\"nofollow\" target=\"_blank\" class=\"link\" href=\"https:\/\/www.latimes.com\/business\/hollywood\/la-fi-ct-col1-seth-macfarlane-parents-television-council-tim-winter-20190530-story.html\">\u201cFamily Guy\u201d;<\/a> NBC\u2019s \u201cJust Shoot Me\u201d; and the CW\u2019s \u201cGossip Girl.\u201d It also singled out <a rel=\"nofollow\" target=\"_blank\" class=\"link\" href=\"https:\/\/www.latimes.com\/business\/la-xpm-2012-jun-30-la-fi-ct-janet-jackson-ruling-20120630-story.html\">CBS following<\/a> the infamous Janet Jackson-<a rel=\"nofollow\" target=\"_blank\" class=\"link\" href=\"https:\/\/www.latimes.com\/entertainment-arts\/music\/story\/2024-12-17\/justin-timberlake-wardrobe-malfunction-harness-nashville\">Justin Timberlake<\/a> \u201cnipplegate\u201d controversy during the 2004 Super Bowl halftime show when the singer\u2019s breast was briefly exposed.<\/p>\n<p>But the Parents Television Council Inc. \u2014 whose members lodged thousands of indecency complaints with the Federal Communications Commission \u2014 has folded. Earlier this month, the Burbank-based nonprofit filed for Chapter 7 bankruptcy in Delaware court, saying it had $284,823 in liabilities, which include staff member salaries, insurance payments and credit card debt. The filing lists $91,874 in assets. <\/p>\n<p>The group\u2019s demise reflects broad cultural changes, including a fractured media environment and consumers\u2019 shift to streaming and social media apps such as TikTok for entertainment. Parents also have tools, including the ability to configure settings on streaming accounts to try to shield children from inappropriate content.<\/p>\n<p>The PTC\u2019s power came, in large part, from its ability to flood the FCC with indecency complaints. But the FCC, which licenses broadcasters, does not regulate streaming services, YouTube or TikTok. <\/p>\n<p>The council had clout with advertisers, which <a rel=\"nofollow\" target=\"_blank\" class=\"link\" href=\"https:\/\/www.latimes.com\/archives\/blogs\/company-town-blog\/story\/2008-09-05\/the-cw-is-getting-watchdog-parents-television-council-hot-and-bothered\">put pressure on network programmers<\/a> to minimize shows that would raise the group\u2019s ire and threats of boycotts.<\/p>\n<p>\u201cI\u2019m disappointed but I\u2019m still very proud of what we did and what we achieved,\u201d Tim Winter, former president of the group, said Friday. \u201cWe were able to raise awareness about so many important issues \u2014 issues that are still out there.\u201d<\/p>\n<p>\u201cLike most businesses, it came down to money,\u201d said Winter, who retired three years ago. \u201cIt\u2019s just a slog out there to fundraise.\u201d<\/p>\n<p>Decades ago, the group hauled in millions of dollars in donations. The PTC boasted more than 653,000 members and supporters by 2000. However, in 2023, the most recent year of available tax reports, the Parents Television Council raised just $1.6 million. <\/p>\n<p>The group, which also went by Parents Television and Media Council,<a rel=\"nofollow\" target=\"_blank\" class=\"link\" href=\"https:\/\/www.latimes.com\/archives\/la-xpm-2006-sep-02-fi-bozell2-story.html\"> was formed in 1995 by Bozell as the Hollywood arm<\/a> of his Virginia-based Media Research Center. <\/p>\n<p>Bozell, long a booster of President Trump, now serves in his administration as <a rel=\"nofollow\" target=\"_blank\" class=\"link\" href=\"https:\/\/www.state.gov\/bozellleobrent-southafrica-july2025\" target=\"_blank\">ambassador to South Africa<\/a>.<\/p>\n<p>One of the PTC\u2019s early efforts was to urge broadcasters to <a rel=\"nofollow\" target=\"_blank\" class=\"link\" href=\"https:\/\/www.latimes.com\/archives\/la-xpm-2007-sep-06-fi-familyhour6-story.html\">reserve the 8 p.m. hour for family-friendly<\/a> fare. That was the custom of the networks in the 1970s; but two decades later, there was a rise in sexually suggestive content. <\/p>\n<p>Over the years, the group hired analysts to monitor TV programming, published detailed reports and TV show rankings. Winter testified before a <a rel=\"nofollow\" target=\"_blank\" class=\"link\" href=\"https:\/\/www.commerce.senate.gov\/2007\/6\/impact-of-media-violence-on-children\" target=\"_blank\">U.S. Senate committee hearing in 2007<\/a> on the impact of media violence on children. <\/p>\n<p>Advertisers were sensitive to the PTC\u2019s warnings. <\/p>\n<p>\u201cWe were able to redirect tens of millions of dollars away from more explicit programming and into more family-friendly shows,\u201d Winter said.<\/p>\n<p>The PTC also spoke out against media consolidation, which accelerated in the 1990s, \u201cthe problem of having too few voices hold the microphone,\u201d Winter said. <\/p>\n<p>While it initially focused on broadcast shows, the group went after others, including <a rel=\"nofollow\" target=\"_blank\" class=\"link\" href=\"https:\/\/www.latimes.com\/entertainment\/tv\/la-et-st-13-reasons-why-review-20170330-story.html\">Netflix when it offered the show \u201c13 Reasons Why<\/a>,\u201d based on a book about a 17-year-old girl who died by suicide. The PTC, and other organizations, decried the series, <a rel=\"nofollow\" target=\"_blank\" class=\"link\" href=\"https:\/\/www.latimes.com\/entertainment\/tv\/la-et-st-13-reasons-why-suicide-study-netflix-20190501-story.html\">fearing it would encourage more deaths<\/a>. <\/p>\n<p>Netflix responded by deleting a graphic suicide scene, and the show was later canceled.<\/p>\n<p>\u201cThe media culture is no less toxic than it was years ago.
