ITV News Political Correspondent Carl Dinnen reports<\/strong><\/p>\n<hr\/>\n<p class=\"A8Lwr BVYCX\"><strong class=\"_1ATDh\">Words by ITV News Producer Jamel Smith<\/strong><\/p>\n<hr\/>\n<p class=\"A8Lwr BVYCX\">Renewed allegations in Virginia Giuffre\u2019s memoir, which link <a target=\"_blank\" class=\"qNUzV q7LZa\" data-testid=\"next-link-anchor\" href=\"https:\/\/www.itv.com\/news\/2025-10-20\/prince-andrew-revelations-we-learned-from-virginia-giuffres-new-book\"><span class=\"n6NlI\">Prince Andrew<\/span><\/a> to paedophile Jeffrey Epstein, have deepened the royal\u2019s ongoing crisis.<\/p>\n<p class=\"A8Lwr BVYCX\">The scrutiny of his finances and his ability to continue living at the Royal Lodge in Windsor Great Park has intensified in recent days.<\/p>\n<p class=\"A8Lwr BVYCX\">The King cut Andrew\u2019s \u00a31 million annual royal allowance last year, leaving him with only a \u00a320,000 naval pension as declared income.<\/p>\n<p class=\"A8Lwr BVYCX\">Questions have arisen over how he pays for the upkeep of his 30-bedroom mansion and his estimated \u00a33 million-a-year security bill.<\/p>\n<p class=\"A8Lwr BVYCX\">ITV News explains what we know about Prince Andrew\u2019s finances.<\/p>\n<hr\/>\n<p class=\"A8Lwr BVYCX\"><strong class=\"_1ATDh\">ITV News Political Editor Robert Peston look at whether the shifting public attitude against Andrew could become a problem for Downing Street<\/strong><\/p>\n<hr\/>\n<p class=\"A8Lwr BVYCX\"><strong class=\"_1ATDh\">How can Prince Andrew afford to pay for the Royal Lodge?<\/strong><\/p>\n<p class=\"A8Lwr BVYCX\">Prince Andrew is under renewed pressure after a copy of the Royal Lodge lease, released on Tuesday, showed he has paid only a \u201cpeppercorn rent\u201d for his Windsor mansion for more than 20 years.<\/p>\n<p class=\"A8Lwr BVYCX\">Senior politicians and campaigners are questioning why the public may be missing out on potential revenue from the property.<\/p>\n<aside class=\"cp_grid-legacy n1Jiz\" data-testid=\"inline-tile-list-container\">\n<article data-testid=\"tile-undefined\" class=\"_9ngZG cp_grid-legacy__item cp_width-legacy--one-half V42pZ\"\/>\n<article data-testid=\"tile-undefined\" class=\"_9ngZG cp_grid-legacy__item cp_width-legacy--one-half V42pZ\"\/><\/aside>\n<p class=\"A8Lwr BVYCX\"><strong class=\"_1ATDh\">What does the lease reveal?<\/strong><\/p>\n<p class=\"A8Lwr BVYCX\">The lease shows Andrew signed a 75-year agreement for Royal Lodge in 2003.<\/p>\n<p class=\"A8Lwr BVYCX\">It reveals he paid \u00a31 million for the lease and has since paid only \u201cone peppercorn\u201d in rent per year, \u201cif demanded&#8221;.<\/p>\n<p class=\"A8Lwr BVYCX\">He was also required to spend \u00a37.5 million on refurbishments, completed in 2005, according to a National Audit Office report.<\/p>\n<p class=\"A8Lwr BVYCX\">The small amount of rent helps explain how Andrew and his ex-wife, Sarah Ferguson, have been able to live there without using royal funds.<\/p>\n<p class=\"A8Lwr BVYCX\">It was previously thought that Andrew paid a \u201cnotional rent\u201d of \u00a3260,000 per year in addition to the refurbishments.<\/p>\n<p class=\"A8Lwr BVYCX\">The lease confirms that this rent only applied if the work was not completed, which was done in 2005.<\/p>\n<p class=\"A8Lwr BVYCX\">Spread over 75 years, the \u00a38.5 million initial outlay averages \u00a3113,000 a year, less than half the estimated market rent.<\/p>\n<figure class=\"A8Lwr mes-O\"><figcaption class=\"Ya3u6 SilLI\" data-testid=\"captioned-picture-caption\">Composite image of Prince Andrew&#8217;s lease issued by The Crown Estate.<span class=\"mjYl8\"> Credit: <!-- -->PA<\/span><\/figcaption><\/figure>\n<p class=\"A8Lwr BVYCX\"><strong class=\"_1ATDh\">Why is Andrew&#8217;s private residence of public concern?<\/strong><\/p>\n<p class=\"A8Lwr BVYCX\">Andrew\u2019s lease includes a clause requiring the Crown Estate, which oversees the royal family\u2019s land and property holdings, to pay him around \u00a3558,000 if he gives up the property.<\/p>\n<p class=\"A8Lwr BVYCX\">Profits from the Crown Estate go to the Treasury, raising concerns that the public could be missing out on potential revenue from the Royal Lodge due to Andrew\u2019s peppercorn rent.<\/p>\n<p class=\"A8Lwr BVYCX\">MPs on the Commons Treasury Committee and Public Accounts Committee may investigate how the Crown Estate has managed the lease.<\/p>\n<p class=\"A8Lwr BVYCX\">But Downing Street said that according to the 2005 National Audit Office report, the public spending watchdog had not raised concerns about the Royal Lodge arrangements.<\/p>\n<p class=\"A8Lwr BVYCX\">A No 10 spokesman said: \u201cThe National Audit Office reviewed the lease arrangements for Royal Lodge in 2005. And in its report, which was published at that time, concluded that the Crown Estate does not have any special procedures when negotiating agreements with the royal family.<\/p>\n<p class=\"A8Lwr BVYCX\">\u201cAn independent evaluation concluded that the transaction with Prince Andrew and Royal Lodge was appropriate.\u201d<\/p>\n<p class=\"A8Lwr BVYCX\">Andrew and his family are entitled to live at Royal Lodge on the Windsor Estate until 2078.<\/p>\n<p class=\"A8Lwr BVYCX\">The property was previously occupied by the Queen Mother, and Andrew moved in after her death.<\/p>\n<figure class=\"A8Lwr mes-O\"><figcaption class=\"Ya3u6 SilLI\" data-testid=\"captioned-picture-caption\">The King and Prince Andrew at the funeral of Queen Elizabeth II in 2022.<span class=\"mjYl8\"> Credit: <!-- -->PA<\/span><\/figcaption><\/figure>\n<p class=\"A8Lwr BVYCX\"><strong class=\"_1ATDh\">What are politicians saying?<\/strong><\/p>\n<p class=\"A8Lwr BVYCX\">Shadow justice secretary Robert Jenrick said Andrew should \u201ctake himself off to live in private\u201d and stop relying on public funds. <\/p>\n<p class=\"A8Lwr BVYCX\">\u201cIt\u2019s about time Prince Andrew took himself off to live in private and make his own way in life,&#8221; he said<\/p>\n<p class=\"A8Lwr BVYCX\">\u201cHe has disgraced himself, he has embarrassed the royal family time and again. <\/p>\n<p class=\"A8Lwr BVYCX\">&#8220;I don\u2019t see why the taxpayer, frankly, should continue to foot the bill at all.
