But what took place in Saudi Arabia earlier this month wasn\u2019t so funny.<\/p>\n<p>Over 50 well-known comedians including Bill Burr, Kevin Hart, and Dave Chappelle all performed in recent weeks at the <a target=\"_blank\" href=\"http:\/\/v\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Riyadh Comedy Festival<\/a>, despite criticism from some fellow comics who were also invited \u2014 and offered large sums to perform \u2014 but said no. One of those comedians, Atsuko Okatsuka, shared a reason why she chose to reject the offer: It came with <em>very<\/em> restrictive strings attached.<\/p>\n<p>A contract Okatsuka <a target=\"_blank\" href=\"https:\/\/www.threads.com\/@atsukocomedy\/post\/DPFNFTgDSpo?xmt=AQF0oc5JF-HiHguC-t0BiYiKWbaFMmHKwF7i1lLUVopL9A\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">posted<\/a> on social media said participants couldn\u2019t make jokes that degrade, embarrass, or ridicule the Kingdom of Saudi Arabia, its leadership and public figures, \u201cthe Saudi royal family and legal system,\u201d and \u201cany religion\u201d or \u201creligious figure.\u201d<\/p>\n<p>Saudi Arabia\u2019s General Entertainment Authority certainly looks to have enforced the rules. Two comedians were dropped from the lineup after making comments about how they were still willing to accept the money despite the country\u2019s extensive human rights violations, because in doing so they acknowledged said violations. That\u2019s a no-no. Jim Jefferies was <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/culture\/2025\/sep\/30\/riyadh-comedy-festival-saudi-arabia%5C\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">cut<\/a> after saying on a podcast, \u201cOne reporter was killed by the government \u2014 unfortunate, but not a fucking hill that I\u2019m gonna die on.\u201d Similarly, Tim Dillon, while on a podcast responding to critics of his participation, was <a target=\"_blank\" href=\"https:\/\/www.npr.org\/2025\/09\/27\/nx-s1-5555462\/saudi-comedy-festival-chappelle-hart-maron\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">removed<\/a> for the comment, \u201cSo what if they have slaves, they\u2019re paying me enough to look the other way.\u201d<\/p>\n<p>And even though Saudi Arabia has tortured and imprisoned government critics \u2014 including <a target=\"_blank\" href=\"https:\/\/www.nbcnews.com\/news\/world\/american-sentenced-16-years-prison-saudi-arabia-tweets-sent-united-sta-rcna52842\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">American citizens<\/a> \u2014 and brutally executed journalist Jamal Khashoggi just for engaging in the kind of speech that these comedians were paid handsomely to avoid, some of the performers are still singing the praises of the event. Burr <a target=\"_blank\" href=\"http:\/\/v\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">said<\/a> the \u201croyals loved the show\u201d (the one at which they were contractually exempt from mockery) and \u201cto their credit,\u201d they negotiated the speech restrictions down to \u201cDon\u2019t make fun of royals [and] religion.\u201d<\/p>\n<p>Chappelle, too, said on stage that \u201cin America, they say that if you talk about Charlie Kirk, that you\u2019ll get canceled,\u201d and that it\u2019s \u201ceasier to talk here than it is in America.\u201d Chappelle isn\u2019t wrong that comments about Kirk in the aftermath of his assassination led to a disturbing trend of firings and punishments across the country bolstered by threats and demands from lawmakers, one FIRE is working to combat. And he\u2019s right to be worried about the state of free speech in the United States. I certainly am.<\/p>\n<article data-entity-type=\"node\" data-entity-uuid=\"7dc6e405-d9f1-4a37-8698-b121f2358365\" data-embed-button=\"node\" data-entity-embed-display=\"view_mode:node.entity_embed\" class=\"align-right embedded-entity\" data-langcode=\"en\" data-entity-embed-display-settings=\"[]\">\n<div class=\"inner type--node\">\n<header>\n<h2 class=\"title\"><span class=\"field field--name-title field--type-string field--label-hidden\">No, canceling Chappelle is not a &#8216;win for free speech&#8217;<\/span><br \/>\n<\/h2>\n<h3 class=\"eyebrow\"\/>\n  <\/header>\n<div class=\"description\">\n<div class=\"inner wysiwyg-content\">\n<p>\n        If we don&#8217;t push back against this trend, our society may soon find itself with fewer artists willing to push boundaries and fewer outlets for authentic artistic expression.\n  <\/p>\n<p>\n        <a target=\"_blank\" href=\"https:\/\/www.thefire.org\/news\/no-canceling-chappelle-not-win-free-speech\" class=\"arrow-link\"><span class=\"inner-text\"><br \/>\n          Read More<br \/>\n        <\/span><\/a>\n      <\/p>\n<\/p><\/div><\/div>\n<\/div>\n<\/article>\n<p>But I\u2019d encourage Chappelle, who made a significant amount of money directly from the government which he was forbidden to criticize at his show, to speak to the country\u2019s <a target=\"_blank\" href=\"https:\/\/rsf.org\/en\/reign-terror-saudi-arabia-execution-journalist-turki-al-jasser-demands-international-response\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">journalists<\/a>, <a target=\"_blank\" href=\"https:\/\/www.hrw.org\/news\/2021\/12\/20\/saudi-arabia-yemeni-man-sentenced-apostasy#\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">apostates<\/a>, <a target=\"_blank\" href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2024\/04\/saudi-arabia-woman-jailed-for-11-years-for-online-expression-supporting-womens-rights\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">women\u2019s rights activists<\/a>, <a target=\"_blank\" href=\"https:\/\/www.amnesty.org\/en\/documents\/mde23\/5655\/2017\/en\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">writers<\/a>, and <a target=\"_blank\" href=\"https:\/\/www.lemonde.fr\/en\/international\/article\/2023\/08\/30\/saudi-arabia-sentences-teacher-to-death-for-criticizing-government-on-social-media_6116443_4.html\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">teachers<\/a> about his assertion that Saudi Arabia is a freer place to speak. That might be difficult, though, since so many have been imprisoned or even executed by authorities.<\/p>\n<h2 dir=\"ltr\"><strong>UK judge backs \u2018right to offend\u2019 in reversal of Quran burning conviction<\/strong><\/h2>\n<p>In one of the more disturbing free speech stories of this summer, I <a target=\"_blank\" href=\"https:\/\/www.thefire.org\/news\/blogs\/free-speech-dispatch\/quran-burning-conviction-uk-judge-uses-violence-against-defendant\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">wrote<\/a> in June about a Westminster Magistrates\u2019 Court guilty finding against asylum seeker Hamit Coskun for publicly burning a Quran in London. Most alarming was the judge\u2019s justification for the religiously aggravated public order offense conviction. The \u201cdisorderly\u201d nature of Coskun\u2019s protest, he asserted, \u201cis no better illustrated than by the fact that it led to serious public disorder involving him being assaulted by two different people.\u201d Not great.<\/p>\n<p>But this month, his conviction was overturned, a much-needed win both for Coskun and for the UK\u2019s flailing speech rights. Justice Joel Nathan Bennathan <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2025\/oct\/10\/man-fined-for-burning-quran-in-london-wins-appeal-against-conviction\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">said<\/a> that, though Quran burning is deeply offensive to many, free expression \u201cmust include the right to express views that offend, shock or disturb.\u201d<\/p>\n<article data-entity-type=\"node\" data-entity-uuid=\"a29ca87b-90c2-46fc-9a33-ae01dce9f139\" data-embed-button=\"node\" data-entity-embed-display=\"view_mode:node.entity_embed\" class=\"align-left embedded-entity\" data-langcode=\"en\" data-entity-embed-display-settings=\"[]\">\n<div class=\"inner type--node\">\n<header>\n<h2 class=\"title\"><span class=\"field field--name-title field--type-string field--label-hidden\">In Quran burning conviction, UK judge uses violence against defendant as evidence of his guilt<\/span><br \/>\n<\/h2>\n<h3 class=\"eyebrow\"\/>\n  <\/header>\n<div class=\"description\">\n<div class=\"inner wysiwyg-content\">\n<p>\n        UK judge cites violence against Quran-burning protester as proof of his guilt, Brazil sentences comedian to over eight years for telling jokes, and France targets porn.\n  <\/p>\n<p>\n        <a target=\"_blank\" href=\"https:\/\/www.thefire.org\/news\/blogs\/free-speech-dispatch\/quran-burning-conviction-uk-judge-uses-violence-against-defendant\" class=\"arrow-link\"><span class=\"inner-text\"><br \/>\n          Read More<br \/>\n        <\/span><\/a>\n      <\/p>\n<\/p><\/div><\/div>\n<\/div>\n<\/article>\n<h3><strong>Dropped Graham Linehan case may signal UK policing shift<\/strong><\/h3>\n<p>And Graham Linehan \u2014 the target of a <a target=\"_blank\" href=\"https:\/\/www.nbcnews.com\/nbc-out\/out-news\/tv-writer-graham-linehans-arrest-transgender-x-posts-sparks-free-speec-rcna228781\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">high-profile arrest<\/a> at Heathrow Airport for a series of posts on X, including one where he said if \u201ca trans-identified male is in a female-only space\u2026call the cops, and if all else fails, punch him in the balls\u201d \u2014 says he\u2019s now in the clear. Linehan, a comedy writer, wrote on X that \u201cpolice have informed my lawyers that I face no further action in respect of the arrest at Heathrow in September,\u201d but he intends to pursue legal action for wrongful arrest.<\/p>\n<p>There\u2019s more: In the wake of the dropped charges against Linehan, the UK\u2019s Metropolitan Police <a target=\"_blank\" href=\"https:\/\/news.sky.com\/story\/comedy-writer-graham-linehan-has-case-dropped-after-arrest-over-social-media-posts-13454029\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">said<\/a> they \u201cwill no longer investigate non-crime hate incidents\u201d to \u201cprovide clearer direction for officers, reduce ambiguity and enable them to focus on matters that meet the threshold for criminal investigations.\u201d<\/p>\n<h3><strong>Other speech news out of the UK hasn\u2019t been so rosy<\/strong><\/h3>\n<ul>\n<li>Imgur is no longer available in the UK after the company decided to <a target=\"_blank\" href=\"https:\/\/www.bbc.com\/news\/articles\/c4gzxv5gy3qo\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">block<\/a> users in the country from its services following a threat of fines from the Information Commissioner\u2019s Office. But the ICO says that\u2019s not the end of the story. \u201cWe have been clear that exiting the UK does not allow an organisation to avoid responsibility for any prior infringement of data protection law, and our investigation remains ongoing,\u201d interim executive director Tim Capel warned.<\/li>\n<li>The UK is still trying to <a target=\"_blank\" href=\"https:\/\/www.theverge.com\/news\/789985\/apple-uk-revived-secret-order-encryption-backdoor\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">undermine<\/a> Apple\u2019s encryption, despite some reports that the government backed off this summer. The UK Home Office is reportedly pushing yet again for access to UK Apple users\u2019 iCloud backups.<\/li>\n<li>Anti-abortion activist Rose Docherty was <a target=\"_blank\" href=\"https:\/\/www.bbc.com\/news\/articles\/cq65q455gn0o\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">arrested<\/a> late last month for violating Scotland\u2019s Safe Access Zones Act by holding a sign that read \u201cCoercion is a crime, here to talk, only if you want\u201d outside Queen Elizabeth University Hospital. This is Docherty\u2019s second arrest under the law. She received a warning after the first.<\/li>\n<li>It\u2019s unclear if he will ultimately be charged, but a North Yorkshire blogger and activist was arrested last month under the UK\u2019s Public Order Act for allegedly <a target=\"_blank\" href=\"https:\/\/www.telegraph.co.uk\/news\/2025\/09\/26\/man-arrested-hamas-social-media-post-gaza-israel\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">stirring racial hatred<\/a> on social media. Police visited his home, and then took him in for questioning late at night, for posting on X an image of the Palestinian flag overlaid with the message, \u201cF-ck Palestine. F-ck Hamas. F-ck Islam. Want to protest? F-ck off to Muslim country &amp; protest.\u201d<\/li>\n<li>An Oxford student was arrested and suspended from his university for comments he made at a rally in London this month. Metropolitan Police arrested him for inciting racial hatred for sharing a <a target=\"_blank\" href=\"https:\/\/www.bbc.com\/news\/articles\/ce8gdelw79po\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">chant<\/a> he said he had been workshopping: \u201cGaza, Gaza make us proud, put the Zios in the ground.\u201d<\/li>\n<li>Mass <a target=\"_blank\" href=\"https:\/\/www.bbc.com\/news\/articles\/ceq2e9x19g8o\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">arrests of protesters<\/a> against the ban on activist group Palestine Action continue. In the first weekend of this month alone, nearly 500 protesters were taken in for \u201csupporting a proscribed organisation.\u201d This is how far the crackdown has extended: A man who <a target=\"_blank\" href=\"https:\/\/www.thenewworld.co.uk\/matt-kelly-meet-luka-the-man-arrested-for-terrorism-for-holding-up-the-new-world\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">held up a magazine cover<\/a> with reporting <em>about<\/em> the arrests of people holding up \u201cI oppose genocide. I support Palestine Action.\u201d signs was also arrested on the same charges under the Terrorism Act 2000. And a woman claims she was arrested in London for holding up a sign that <a target=\"_blank\" href=\"https:\/\/www.thenational.scot\/news\/25520398.woman-arrested-i-oppose-proscription-palestine-action-sign\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">doesn\u2019t express support<\/a> for the group but instead said, \u201cI do not support the proscription of Palestine Action.\u201d<\/li>\n<li>Restrictions on protests over the Palestine Action ban are likely to grow. Home Secretary Shabana Mahmood announced that police will be given <a target=\"_blank\" href=\"https:\/\/apnews.com\/article\/britain-palestine-action-gaza-war-protests-7e3ffac020a70643b7e2b6a7840b27be\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">broadened authority<\/a> to take into account the \u201ccumulative impact of frequent protests\u201d when placing conditions on demonstrations. Mahmood said the right to protest \u201cmust be balanced with the freedom of their neighbors to live their lives without fear.\u201d<\/li>\n<li>And that\u2019s not all. Prime Minister Keir Starmer <a target=\"_blank\" href=\"https:\/\/www.bbc.com\/news\/articles\/cn95r79ggl9o\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">suggested<\/a> Mahmood will \u201clook more broadly at what other powers are available,\u201d specifically \u201cin relation to some of the chants that are going on at some of these protests.\u201d Starmer is presumably referring to chants of \u201cFrom the river to the sea, Palestine will be free,\u201d which have been criminalized in some nations.<\/li>\n<\/ul>\n<h3><strong>Tunisia sentenced a man, now pardoned, to death for criticizing the president<\/strong><\/h3>\n<p>Censorship doesn\u2019t get more extreme than this: A Tunisian court <a target=\"_blank\" href=\"https:\/\/www.aljazeera.com\/news\/2025\/10\/7\/tunisia-pardons-man-sentenced-to-death-over-facebook-posts\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">sentenced<\/a> a man to die this month, just for Facebook posts about President Kais Saied. He was released after pressure from human rights groups secured a presidential pardon from Saied, but the initial sentence alone is deeply shocking. And it will no doubt be a warning to other government critics within Tunisia that severe punishment may await them \u2014 but whether they can count on a pardon is less certain.<\/p>\n<h3><strong>AI-altered horror, a campaign against negativity, and more censorship news out of China<\/strong><\/h3>\n<ul>\n<li>A film censorship first? Cuts and deletions from movies and other media to gain approval for release in China are certainly nothing new, but this may be: the likely <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/world\/2025\/sep\/24\/horror-film-digitally-altered-china-gay-couple-straight-together\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">use of AI<\/a> to change the content of a film. The depiction of a same-sex wedding in horror movie <em>Together<\/em>, featuring Dave Franco and Alison Brie, was edited so that one of the two men being married was altered into a woman. To its credit, the film\u2019s global distributor Neon said it \u201cdoes not approve\u201d of the Chinese distributor\u2019s changes and \u201cdemanded they cease distributing this altered version.\u201d<\/li>\n<li>Cui Jianchun, from the Hong Kong office of China\u2019s foreign ministry, met with new U.S. Consul General to Hong Kong and Macau Julie Eadeh to <a target=\"_blank\" href=\"https:\/\/apnews.com\/article\/china-us-consul-general-julie-eadeh-9002c5ad98697d00fc12284805c0e322\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">scold her<\/a> for associating with pro-democracy activists and provide a list of \u201cfour don\u2019ts.\u201d She was warned \u201cnot to meet people she \u2018shouldn\u2019t meet with,\u2019 not to collude with \u2018anti-China forces,\u2019 not to assist or fund activities that might undermine the city\u2019s stability and not to interfere with national security cases in Hong Kong.\u201d<\/li>\n<li>China\u2019s Cyberspace Administration is warning social media platforms: <a target=\"_blank\" href=\"https:\/\/www.bbc.com\/news\/articles\/c39r7p47wzgo\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Limit negative posts<\/a>, or else. Her newest conviction is based on her human rights activism.<\/li>\n<li>A massive leak has shed light on the workings of China\u2019s Great Firewall, including its disturbing spread to other nations. The files <a target=\"_blank\" href=\"https:\/\/hrichina.substack.com\/p\/largest-ever-data-leak-exposes-chinas?utm_source=post-email-title&amp;publication_id=1775744&amp;post_id=173663138&amp;utm_campaign=email-post-title&amp;isFreemail=true&amp;r=4aues&amp;triedRedirect=true&amp;utm_medium=email\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">show<\/a> that Chinese tech company Geedge Networks \u201chas provided entire network censorship and surveillance systems to internet service providers in countries including Myanmar, Pakistan, Kazakhstan, and Ethiopia, as well as some unnamed countries, essentially replicating China\u2019s model of digital authoritarianism on a global scale.\u201d<\/li>\n<li>Exiled Hong Kong activist Nathan Law was <a target=\"_blank\" href=\"https:\/\/www.npr.org\/2025\/09\/29\/nx-s1-5556821\/overseas-hong-kong-pro-democracy-activist-nathan-law-denied-entry-to-singapore\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">not permitted<\/a> entry to Singapore, a rejection he says is politically motivated. A <a target=\"_blank\" href=\"https:\/\/adfinternational.org\/news\/nigerian-state-lawyer-threatens-to-publicly-execute-young-man\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">lawyer<\/a> for the Kano State government, which is pursuing the charges against Sharif-Aminu, said he \u201cmade blasphemous statements against the Holy Prophet, which the government of Kano State will not condone\u201d and if the lower court\u2019s ruling is upheld, \u201cwe will execute him publicly.\u201d<\/p>\n<h3><strong>Thai police arrest Australian writer over Malaysian government\u2019s defamation claims<\/strong><\/h3>\n<p>Australian scholar, writer, and Thailand resident Murray Hunter is alleging transnational repression after his arrest at Suvarnabhumi Airport in Bangkok. Thai authorities <a target=\"_blank\" href=\"https:\/\/apnews.com\/article\/transnational-repression-defamation-human-rights-australian-45826094fd13098ce0a862d2524d36b6\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">detained<\/a> him on defamation charges that Hunter says originate from the Malaysian government.
