STAR. North K.C. Mayor Jesse Smith in a statement said that the city \u201cis working on a deal framework that would then involve the state and the county.\u201d The city in a news release on Thursday said discussions with the Royals are \u201csubstantial.\u201d Smith said that the city is now \u201centering a \u2018brief period\u2019 where talks will remain confidential.\u201d He added that the city \u201cwill communicate four major priorities with the team as talks move forward,\u201d including protecting the city\u2019s long-term financial health, safeguarding neighborhoods, leveraging investment for the city\u2019s infrastructure and engaging the community and region with open communication if a deal framework is reached. Higgins noted Missouri Gov. Mike Kehoe signed a bill earlier this year that allows Clay County to \u201ccreate a sports complex authority,\u201d a board that would \u201chelp structure and manage a future stadium deal.\u201d A \u201clingering question\u201d has been whether Clay County voters would be \u201ccalled to a sales tax vote if the Royals target North Kansas City.\u201d Smith suggested that \u201cthey could,\u201d adding that \u201cnothing will sneak up on residents and they\u2019ll know if there\u2019s any deal even on the table well ahead of any public vote\u201d (<a target=\"_blank\" href=\"https:\/\/www.kansascity.com\/news\/local\/article312534132.html\" target=\"_blank\" rel=\"noreferrer\" title=\"https:\/\/www.kansascity.com\/news\/local\/article312534132.html\"><i>K.C. A pair of proposed ballot measures \u201cwould direct the state to notify lawmakers how much money was saved from clawing back the incentives.\u201d The goal is for lawmakers to \u201cdirect that money towards protecting Medicaid coverage amid a wave of federal cuts.\u201d Whether either of Ketcher Law Firm\u2019s proposals reaches the November 2026 ballot is \u201cfar from a certainty.\u201d The petitions \u201ccleared their first hurdle\u201d this week when Republican Secretary of State Denny Hoskins allowed the campaign to start \u201ccollecting signatures and crafted ballot language for the proposals.\u201d Hoskins, in his proposed ballot language, claims that Ketcher\u2019s plan would likely \u201cresult in the Chiefs moving to Kansas.\u201d When asked why the question mentioned the Chiefs and not the Royals, Hoskins\u2019 spokesperson Rachael Dunn said that the language focused on the \u201cclearest, most immediate potential consequence based on information available at the time of review\u201d and was \u201cnot based on any internal knowledge of either teams\u2019 plans\u201d (<a target=\"_blank\" href=\"https:\/\/www.kansascity.com\/news\/politics-government\/article312545386.html\" target=\"_blank\" rel=\"noreferrer\" title=\"https:\/\/www.kansascity.com\/news\/politics-government\/article312545386.html\"><i>K.C.
