American Canyon\u2019s long-planned Napa Valley Ruins and Gardens \u2014 envisioned as a future cultural hub \u2014 may soon become Napa County\u2019s second entertainment zone, allowing visitors to drink alcohol openly on public streets and walkways.<\/p>\n
Normally, the California Department of Alcoholic Beverage Control limits drinking to the property of businesses where alcohol is sold. But a new state licensing option, in effect since Jan. 1, lets cities designate \u201centertainment zones\u201d where alcohol can be consumed outdoors within a defined area.<\/p>\n

American Canyon took its first step Oct. 21, when the City Council approved submitting an application to the state. After working with the state alcohol agency and public safety agencies, the city could adopt an ordinance formally creating the zone.<\/p>\n
The proposed district would cover the Napa Valley Ruins and Gardens within the Watson Ranch development \u2014 planned to include a hotel, retail, restaurants, amphitheaters and public art. This year, some of that vision began taking shape. The ruins hosted five large concerts as part of Blue Note Napa Valley\u2019s 2025 Fall Series, marking the site\u2019s first commercial events.<\/p>\n
Developer Terrance McGrath of American Canyon 1 LLC said an entertainment zone would help realize that broader plan for the property. He pointed to successful examples in San Francisco, the first city allowed to create these zones last year.<\/p>\n
\u201cIt just has a much higher, more positive connection between all the establishments,\u201d McGrath said. \u201cI think that entertainment zone allows us to create that world within the ruins.\u201d<\/p>\n
The fall concerts drew between 1,500 and 2,000 people per show, McGrath said, and they expect \u201ca lot more\u201d shows in 2026.<\/p>\n
A sculpture garden featuring up to 20 large works is also underway, along with plans for a beer garden, wine bar and rotating food trucks \u2014 all expected to open in spring 2026. McGrath said there are no plans to charge admission and that weekend hours are likely.<\/p>\n
\u201cYou\u2019re going to be able to grab a glass of wine, grab a beer, walk in this amazing garden and have food, and have activities,\u201d he said.<\/p>\n
Several businesses tied to the developer \u2014 including Loch and Union Distillery, Old Kan Brewery, Ruins Wine Co. and Napa Valley Roasting Co. \u2014 are exploring opening or relocating to the area, according to a city staff report.<\/p>\n
Council member Mark Joseph said the entertainment zone could help accelerate momentum at the site.<\/p>\n
\u201cI think it will certainly help the project, and there\u2019s no apparent downside that I can see,\u201d Joseph said. \u201cI would like to see us move forward on that.\u201d<\/p>\n
The ordinance establishing the entertainment zone will return to the council at a future meeting.<\/p>\n<\/p><\/div>\n
