By nightfall, the city upgraded the fire to a level 5 alarm\u2014the highest severity on the city\u2019s scale. It continued to burn through Thursday, though by Friday, only a few units remained on fire, according to deputy fire chief Derek Armstrong Chan. <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/news.rthk.hk\/rthk\/en\/component\/k2\/1833666-20251128.htm\">Search and rescue operations were also wrapping up<\/a>, and <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/world\/asia-pacific\/hong-kong-fire-live-four-killed-blaze-engulfs-apartment-building-tai-po-2025-11-26\/?arena_mid=0oyPRC4SqiY6UNzKfy2t\">Chan said in an early Friday press conference<\/a> that they \u201cexpect the fire to be fully put out tonight.\u201d<\/p>\n<\/div>\n<div class=\"mb-8\">\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Authorities are still investigating the fire\u2019s cause, but their preliminary findings flagged the \u201cunusual\u201d speed at which it spread was potentially abetted by flammable materials. Hong Kong\u2019s Fire Services Department saw upon arrival at the estate that the scaffolding and the green mesh on the buildings had caught fire, according to a <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.info.gov.hk\/gia\/general\/202511\/27\/P2025112700078.htm\">government statement<\/a>. Videos circulating on social media also show that the fire had burned through the mesh, leaving the bamboo scaffolding behind.<\/p>\n<\/div>\n<div class=\"mb-8\">\n<p class=\"rich-text mb-6 self-baseline font-graphik text-body-large text-black-coffee focus-visible:outline focus-visible:outline-black-coffee focus-visible:outline-2 focus-visible:outline-offset-2 focus-visible:shadow-focus-color text-left\" data-testid=\"paragraph-content\">Early Thursday, Hong Kong police announced the arrest of three individuals from a construction engineering firm on suspicion of manslaughter, after officers found they had installed the polystyrene sheets.
