There also would be a family entertainment center and a 150-room family resort-style hotel.<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<p>\u201cTo me, it\u2019s a perfect play for a private-public partnership,\u201d said Marty Cornejo, the managing partner on the project.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>Cornejo and his Family Destination Development partners, including his brother, Ron, businessman <a rel=\"nofollow\" target=\"_blank\" target=\"_blank\" rel=\"Follow\" href=\"http:\/\/murfininc.com\/\">Dave Murfin<\/a> and <a rel=\"nofollow\" target=\"_blank\" target=\"_blank\" rel=\"Follow\" href=\"https:\/\/www.cozine.com\/\">Cozine Memorial Group<\/a> president and funeral director <a rel=\"nofollow\" target=\"_blank\" target=\"_blank\" rel=\"Follow\" href=\"https:\/\/www.cozine.com\/about-us\/our-people\">Ashley Cozine<\/a>, who owns the land, would pay almost $120 million toward the development. The rest would come from the STAR bonds.<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<p>Sales tax and revenue bonds are a tool the state uses to increase tourism throughout Kansas with entertainment and commercial projects. The state works with cities to issue bonds, which developers pay off with the tax revenue their projects generate.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>The state already has approved the Ignite bonds, and the city has been working with the developers on the project. The <a rel=\"nofollow\" target=\"_blank\" target=\"_blank\" rel=\"Follow\" href=\"https:\/\/www.wichita.gov\/599\/City-Council\">Wichita City Council<\/a> will have a public hearing on the plan on Tuesday before voting on it Dec. 16.<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<p>Of all STAR bond projects, Cornejo said, the K-96 and Greenwich district is \u201ca shining star in the state of Kansas\u201d because of its successes.<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<p>There have been two phases so far at the approximately 423-acre district, which is north and south of K-96 and on both sides of Greenwich.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>The first centered on the <!--should we explain any of these any more? Do people know what Greenwich Place is? maybe just add shopping center? --><a rel=\"nofollow\" target=\"_blank\" target=\"_blank\" rel=\"Follow\" href=\"https:\/\/wichitasportsforum.com\/\">Wichita Sports Forum<\/a> and the <a rel=\"nofollow\" target=\"_blank\" target=\"_blank\" rel=\"Follow\" href=\"https:\/\/greenwichplace.net\/\">Greenwich Place<\/a> shopping center at K-96 and Greenwich, and the second focused on the <a rel=\"nofollow\" target=\"_blank\" target=\"_blank\" rel=\"Follow\" href=\"https:\/\/www.strykersportscomplex.com\/\">Scheels Stryker Sports Complex<\/a> and <a rel=\"nofollow\" target=\"_blank\" target=\"_blank\" rel=\"Follow\" href=\"https:\/\/topgolf.com\/us\/?utm_source=google&amp;utm_medium=search&amp;utm_campaign=mhw_alwayson_0425&amp;adgroupid=136831995322&amp;gclsrc=aw.ds&amp;gad_source=1&amp;gad_campaignid=16773212049&amp;gbraid=0AAAAAD4DkMnnUun15ZzRdqFwfIuACi2gS&amp;gclid=Cj0KCQiA6NTJBhDEARIsAB7QHD0DDUibGvlJ32VL5QgPOtQwf1xOwlK6BL_LBpG13A-WDbPSy7_zQWoaAks-EALw_wcB\">Topgolf<\/a> just north of there on both sides of Greenwich.<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<p>Cozine\u2019s land is south of Greenwich Place and south and west of K-96.<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<p>The <a rel=\"nofollow\" target=\"_blank\" target=\"_blank\" rel=\"Follow\" href=\"https:\/\/www.kansascommerce.gov\/wp-content\/uploads\/2025\/03\/2024_STAR-Bonds-Annual-Report-FINAL.pdf\">state\u2019s 2024 STAR bond report<\/a> shows <!--I added a dollar sign here -- that is correct, right? -->$36.3 million in bonds were issued in 2013 at the start of the district. Roughly $185 million would come from the first two phases, and about $62 million would come from phase three.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>Developers also expect to add 250,650 more visitors to the district, with more than 72,000 of those coming from outside of Kansas once it\u2019s completed in 2027.<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<p>With those unique visitors, they expect 996,000 total visits.<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<p>The state hired St. Louis-based <a rel=\"nofollow\" target=\"_blank\" target=\"_blank\" rel=\"Follow\" href=\"https:\/\/www.pgavplanners.com\/\">PGAV Planners<\/a> as an independent consultant <a rel=\"nofollow\" target=\"_blank\" target=\"_blank\" rel=\"Follow\" href=\"https:\/\/legistarweb-production.s3.amazonaws.com\/uploads\/attachment\/pdf\/3781520\/SECOND_AMENDMENT_TO_PHASE_I_STAR_BOND_PROJECT_PLAN__FINAL___107089316v3_-c.pdf\">to prepare a feasibility study on the third phase<\/a>, which it presented to the city last month.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>\u201cEverything worked,\u201d Cornejo said of the numbers.<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<p>Ignite developers will reimburse the state for the study\u2019s cost.<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<p>In an e-mail, city spokeswoman Megan Lovely explained that the district is operating off of a 20-year STAR bond that was instituted in 2013. Though the original bond debt has been repaid, there\u2019s still the $5.6 million from 2017 to repay and, if approved, the latest $73 million in bonds as well.<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<p>\u201c<!--this is a little confusing. meet what deadline, and I thought we said the 2013 bonds were already paid off? -->We believe it is in a positive place to meet that deadline if not pay it off earlier,\u201d Lovely wrote. \u201cThe district has expanded since its original institution. What we\u2019re hearing Tuesday is additional development within the originally identified parcel, which will add more revenue.\u201d<\/p>\n<p><!--]--><!--[--><\/p>\n<p>Cornejo said there\u2019s been \u201ca lot of red tape to get to this point.\u201d<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<p>\u201cIt\u2019s been a process. It\u2019s not been easy.\u201d<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<p><!--maybe say just a little more here to help people follow. I had to go back to the top to see if we had mentioned cozine before, and I didn&rsquo;t know it was his land until now. -->Since Cozine\u2019s land already is in the STAR bond district, Cornejo said that \u201cmade it one big hoop I didn\u2019t have to jump through.\u201d<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<p>Based on current revenue generated in the district, he estimates it will take eight years for his team to repay the bonds, plus interest, to build Ignite.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>Without them, he said, \u201cI\u2019ll be real honest, we probably wouldn\u2019t be doing it.\u201d<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<h2 class=\"h2\">\u2018A great piece of land\u2019<\/h2>\n<p><!----><!--]--><!--[--><\/p>\n<p>Long before the STAR bond district at K-96 and Greenwich attracted almost 8 million visitors a year, Cozine saw potential there.<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<p>In 1995, K-96 was relatively new and 21st Street was still a two-lane road in that area.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>Cozine, who had been thinking his family needed land to build a new cemetery, was driving on the highway and saw some ponds from the road.<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<p>\u201cThis would be a great piece of land to buy,\u201d he thought to himself.<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<p>His father, the late Bill Cozine, concurred.<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<p>There was no sale sign on the property around the northeast corner of 21st and Greenwich, but one of the owners was a family friend, Pete Kitch, who lived on the southwest corner of the intersection where the Oak Creek neighborhood is today.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>When Cozine used to visit Kitch, he said, \u201cIt just seemed like it was so far out in the country.\u201d<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<figure class=\"photo-inline-\">\n<div class=\"img-container picture \">                        <picture>                <!--[if IE 9]><video style=\"display: none;\"><![endif]--><source srcset=\"https:\/\/www.kansas.com\/public\/latest-news\/uge2wp\/picture313493794\/alternates\/FREE_1140\/IMG_2069.JPEG\" media=\"(min-width: 992px)\"><source srcset=\"https:\/\/www.kansas.com\/public\/latest-news\/uge2wp\/picture313493794\/alternates\/FREE_960\/IMG_2069.JPEG\" media=\"(min-width: 768px)\"><source srcset=\"https:\/\/www.kansas.com\/public\/latest-news\/uge2wp\/picture313493794\/alternates\/FREE_768\/IMG_2069.JPEG\" media=\"(min-width: 601px)\"><source srcset=\"https:\/\/www.kansas.com\/public\/latest-news\/uge2wp\/picture313493794\/alternates\/FREE_640\/IMG_2069.JPEG\" media=\"(min-width: 441px)\"><source srcset=\"https:\/\/www.kansas.com\/public\/latest-news\/uge2wp\/picture313493794\/alternates\/FREE_480\/IMG_2069.JPEG\" media=\"(min-width: 320px)\"><!--[if IE 9]><\/video><![endif]-->                                <img class=\"responsive-image\" width=\"1140\" height=\"731\" srcset=\"https:\/\/www.kansas.com\/public\/latest-news\/uge2wp\/picture313493794\/alternates\/FREE_1140\/IMG_2069.JPEG\" alt=\"A multipurpose skating concept is one of the sports features that Family Destination Development wants to bring to Ignite at K-96 within the K-96 and Greenwich STAR bond district.\" title=\"IMG_2069.JPEG\" loading=\"lazy\"\/>                            <\/source><\/source><\/source><\/source><\/source><\/picture><figcaption>                                            A multipurpose skating concept is one of the sports features that Family Destination Development wants to bring to Ignite at K-96 within the K-96 and Greenwich STAR bond district.                                                                                                                                                                        <span class=\"credit\">Courtesy photo<\/span>                                                            <\/figcaption><\/div>\n<\/figure>\n<p><!----><!--]--><!--[--><\/p>\n<p><!--I am a little confused about where this is. It is south of K-96 and not north of it like the rest of the district?  -->The Cozines closed on 75 acres just east of the northeast corner on the elder Cozine\u2019s birthday, which the younger Cozine described as a special day.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>They almost bought another 20 acres on the corner where the Village at Greenwich shopping center is today, but the price changed, and Ashley Cozine decided against it \u2014 regretfully.<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<p>\u201cLooking back now, that would have been a steal.\u201d<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<p>Initially, the Cozines had plans for a cemetery only. Their first burial at <a rel=\"nofollow\" target=\"_blank\" target=\"_blank\" rel=\"Follow\" href=\"https:\/\/www.cozine.com\/\"><!--should we say somewhere that the cemetery won&rsquo;t be affected? how close is it to the part they plan to develop? -->Kensington Gardens<\/a> along 21st Street was in 1998.<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<p>Eventually, Cozine said he realized he didn\u2019t need all the land for the cemetery.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>In 2005, around the same time <a rel=\"nofollow\" target=\"_blank\" target=\"_blank\" rel=\"Follow\" href=\"https:\/\/lahamdevelopment.com\/developments\/regency-lakes\/\">Regency Lakes<\/a> and its accompanying Super Target were still new at the northwest corner of 21st and Greenwich, Cozine said he began looking at developing the property north of the cemetery.<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<p>He approached <a rel=\"nofollow\" target=\"_blank\" target=\"_blank\" rel=\"Follow\" href=\"https:\/\/www.basspro.com\/home\">Bass Pro Shops<\/a>, which had seriously considered locating at the WaterWalk development downtown before the deal fell apart.<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<p>Cozine said he secured a letter of intent, which indicated Bass Pro wanted to make a final deal to open there.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>\u201cI\u2019m not a developer, so for me to get a letter of intent from Bass Pro was pretty remarkable. Someone suggested reaching out to the Cornejos. They\u2019ve developed other projects as well, such as <a rel=\"nofollow\" target=\"_blank\" target=\"_blank\" rel=\"Follow\" href=\"https:\/\/ict21.com\/\">the ICT21 industrial district<\/a> near 21st Street and the Canal Route.<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<p>Cozine said the tennis connection with WSU was particularly important to him, but otherwise, he mostly turned over the reins to Cornejo.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>\u201cI\u2019m Marty\u2019s cheerleader, really.\u201d<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<h2 class=\"h2\">Project specifics<\/h2>\n<p><!----><!--]--><!--[--><\/p>\n<p>Cozine said Cornejo\u2019s plan \u201cactually makes a lot more sense.\u201d<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<p>\u201cWe\u2019ve got some really great family-type entertainment-type things.\u201d<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<p>Cornejo said his No. 1 goal was to pick concepts that would be successful at drawing people.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>He said the state was particular on what it didn\u2019t want to see in the district. Even he\u2019s done it, he said.<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<p>\u201cYou know, I\u2019m not a young buck anymore.\u201d<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<p>Ignite has a license with Texas-based <a rel=\"nofollow\" target=\"_blank\" target=\"_blank\" rel=\"Follow\" href=\"https:\/\/www.homerundugout.com\/\">Home Run Dugout<\/a>, which has indoor batting that Cornejo referred to as \u201cthe Topgolf of baseball,\u201d and he\u2019s working with the international <a rel=\"nofollow\" target=\"_blank\" target=\"_blank\" rel=\"Follow\" href=\"https:\/\/xtraice.com\/\">Xtraice Rinks<\/a> on a synthetic ice rink.<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<p>He said the WSU tennis facility will have six indoor and 12 outdoor courts and stadium seating for the ability to host NCAA tennis tournaments.<\/p>\n<p><!--]--><!--[--><\/p>\n<p>\u201cIt\u2019s a big deal.\u201d<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<p>At $30 million, the second most-expensive concept within Ignite is a family entertainment center that could feature things like a high-end arcade or possibly even amusement park rides. I think it\u2019s important for people to know.\u201d<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<p>Cornejo said past city councils and developers were visionaries in creating the first two phases of the district.<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<p>\u201cTo the naysayers, the proof\u2019s in the pudding. . . . It\u2019s paid off.\u201d<\/p>\n<p><!--]--><!--[--><\/p>\n<p>Cornejo said he continues to talk to national businesses about joining Ignite.<\/p>\n<p><!----><!--]--><!--[--><\/p>\n<p>\u201cI spend a lot of time selling Wichita to the bigger-market players, and I\u2019m gaining traction. . . . They\u2019re believing in Wichita.
