Operating without one could lead to warnings and<br \/>\n  fines from $250 to $25,000 for each day until the code violation<br \/>\n  is resolved. The Sacramento Code Compliance Division generally<br \/>\n  operates on complaints, so Cooper took a calculated risk. She<br \/>\n  isn\u2019t the only one.<\/span>\n<\/p>\n<p>\n  <span style=\"color:rgb(0,0,0);\">\u201cWe\u2019ve been aware since we opened<br \/>\n  that a lot of places do this, and so it\u2019s generally okay, but<br \/>\n  technically is not permitted by city rules and regulations,\u201d<br \/>\n  Cooper says. \u201cThat\u2019s always been stressful. And obviously, we<br \/>\n  want to be compliant, but the entertainment licensing and<br \/>\n  permitting as it was previously was very expensive and onerous,<br \/>\n  and it was just not realistic for a business at our<br \/>\n  scale.\u201d<\/span>\n<\/p>\n<p>\n  <span style=\"color:rgb(0,0,0);\">For over two decades, businesses<br \/>\n  both big and small in Sacramento had to pay thousands and undergo<br \/>\n  a rigorous permit application process if they wanted to host a<br \/>\n  concert or show. But over the summer a new ordinance created a<br \/>\n  three-tiered system, making it faster and cheaper for<br \/>\n  restaurants, bars and cafes to get live entertainment<br \/>\n  permits.<\/span>\n<\/p>\n<p>\n  <span style=\"color:rgb(0,0,0);\">The city instituted its previous<br \/>\n  entertainment permit in 2003. As of last year, it cost $1,722 to<br \/>\n  obtain and $1,331 to renew a permit, along with other associated<br \/>\n  fees. Permits initially last two years; after one two-year<br \/>\n  extension, qualified permit holders could apply for another<br \/>\n  two-year extension at no cost. There were typically around 70<br \/>\n  permit holders at any given time, say city officials. The costs<br \/>\n  and strict review process deterred some would-be applicants.<br \/>\n  \u201cThis one-size-fits-all kind of approach to entertainment was,<br \/>\n  quite frankly, being too restrictive on some businesses,\u201d says<br \/>\n  Dustin Hollingsworth, assistant director of the city\u2019s Convention<br \/>\n  and Cultural Services, which oversees the entertainment<br \/>\n  permits.<\/span>\n<\/p>\n<h4>\n  <span style=\"color:rgb(0,0,0);\">Related:\u00a0<a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.comstocksmag.com\/web-only\/whats-missing-sacramentos-nightlife-ecosystem\">What\u2019s<br \/>\n  Missing in Sacramento\u2019s Nightlife Ecosystem<\/a><\/span><br \/>\n<\/h4>\n<p>\n  <span style=\"color:rgb(0,0,0);\">In March, the city council<br \/>\n  approved an ordinance that created a new entertainment permit<br \/>\n  system. At that time, program management was transferred from the<br \/>\n  Office of Nighttime Economy to the recently created Entertainment<br \/>\n  Services Division, both under CCS. In May, the fees<\/span><br \/>\n  <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/records.cityofsacramento.org\/ViewDoc.aspx?ID=s6tFBnt4W+IMsl59yUBIdMZxjacel9I2\"><br \/>\n  <span style=\"color:rgb(17,85,204);\">for the three<br \/>\n  tiers<\/span><\/a> <span style=\"color:rgb(0,0,0);\">were set: $2,230<br \/>\n  for a general permit, $1,820 for a temporary permit (for one-time<br \/>\n  events) and $750 for a limited permit, which are for venues where<br \/>\n  entertainment is a secondary operation and the maximum occupancy<br \/>\n  is under 300. With the limited permit, shows must end at 10 p.m.<br \/>\n  weekdays, 11 p.m. weekends. The application review process is<br \/>\n  more relaxed compared to those for the general and temporary<br \/>\n  permits.<\/span>\n<\/p>\n<p>\n  <span style=\"color:rgb(0,0,0);\">Permit applications<\/span><br \/>\n  <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/sacramentocityexpress.com\/2025\/07\/31\/city-launches-new-limited-entertainment-permit-allowing-more-businesses-to-offer-entertainment\/\"><br \/>\n  <span style=\"color:rgb(17,85,204);\">opened at the end of<br \/>\n  July<\/span><\/a><span style=\"color:rgb(0,0,0);\">. Once the<br \/>\n  previous one-size-fits-all permits expire, businesses will have<br \/>\n  to apply for the general or limited permits. Both permit types<br \/>\n  last two years. The renewal fee is $1,720 for general and $650<br \/>\n  for limited. As with the previous permits, renewals for the new<br \/>\n  permits last two years and can be extended to four years at no<br \/>\n  charge.<\/span>\n<\/p>\n<p>\n  <span style=\"color:rgb(0,0,0);\">Even quieter showcases of talent<br \/>\n  like comedians, dancers, hypnotists, magicians, mimes and<br \/>\n  theatrical performances require a limited permit. However,<br \/>\n  the<\/span> <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/sacramento.granicus.com\/MetaViewer.php?view_id=21&amp;event_id=5344&amp;meta_id=819881\"><br \/>\n  <span style=\"color:rgb(17,85,204);\">March ordinance<\/span><\/a><br \/>\n  <span style=\"color:rgb(0,0,0);\">created plenty of exemptions.<br \/>\n  Recorded music played in the background over the radio, a jukebox<br \/>\n  or any kind of electronic device is free. But if there\u2019s a DJ<br \/>\n  present, that requires a permit. Live musicians playing in the<br \/>\n  background are also free, so long as the sound isn\u2019t amplified<br \/>\n  and doesn\u2019t require a ticket to experience. But four months<br \/>\n  after launch, only three businesses have applied. Officials<br \/>\n  attribute this to a lack of public awareness in spite of media<br \/>\n  coverage and public announcements. \u201cWe\u2019d like to see a better<br \/>\n  public response,\u201d Hollingsworth says. \u201cEverybody seems excited<br \/>\n  about it, but the applications that are coming in aren\u2019t a<br \/>\n  complete reflection of that.\u201d The city will launch an<br \/>\n  informational campaign sometime next year.<\/span>\n<\/p>\n<p>\n  <span style=\"color:rgb(0,0,0);\">Documents obtained via public<br \/>\n  records requests show the three limited permit applicants are<br \/>\n  Uncle Vito\u2019s Slice of NY, the Brazilian cafe Tupi and the<br \/>\n  ax-throwing lounge ForePlay. The owners of the pizzeria did not<br \/>\n  respond to interview requests, but owners of the other two said<br \/>\n  they applied only after discussions with the city.<\/span>\n<\/p>\n<p>\n  <span style=\"color:rgb(0,0,0);\">Back in September,<\/span><br \/>\n  <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.foreplaysac.com\/\"><span style=\"color:rgb(17,85,204);\">ForePlay<\/span><\/a> <span style=\"color:rgb(0,0,0);\">owner Doug Link was hosting a DJ for a<br \/>\n  private event when code enforcement stopped by. DJs have<br \/>\n  occasionally performed at the K Street bar in recent years, but<br \/>\n  this was the first time Link received a citation for having<br \/>\n  entertainment without a permit. He was surprised, calling it \u201ca<br \/>\n  kick in the ass.\u201d Link quickly got to work remedying the issue<br \/>\n  but struggled. He said the old entertainment permit didn\u2019t seem<br \/>\n  worth the effort and was \u201coutrageously expensive.\u201d But then<br \/>\n  someone told him about the new limited permit, and his<br \/>\n  application was approved within six weeks of submission.<\/span>\n<\/p>\n<p>\n  <span style=\"color:rgb(0,0,0);\"><\/p>\n<figure class=\"align-left\"><a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.comstocksmag.com\/sites\/main\/files\/imagecache\/lightbox\/main-images\/eduardo_0.jpg\" rel=\"lightbox[15777][Eduardo Faustino, owner of Tupi, says he had a positive experience applying for a limited entertainment permit. I like doing things the right way. I don\u2019t<br \/>\n  want there to be issues,\u201d Link says.<\/span>\n<\/p>\n<p>\n  <span style=\"color:rgb(0,0,0);\">As for the Entertainment Services<br \/>\n  Division, Link emphasized, \u201cthey were all a pleasure to work<br \/>\n  with, and they more than met their deadlines. And I\u2019m very<br \/>\n  pleased, and I don\u2019t get the chance to say that a lot with the<br \/>\n  city of Sacramento, so I would like to say it here.\u201d<\/span>\n<\/p>\n<p>\n  <span style=\"color:rgb(0,0,0);\">Eduardo Faustino, owner of Tupi,<br \/>\n  also had a positive experience with the city. He has hosted live<br \/>\n  music on Tupi\u2019s rooftop bar without a permit for over a year,<br \/>\n  which he says the city was aware of. In September, when the city<br \/>\n  reached out to inform him of the limited entertainment permit, he<br \/>\n  applied to ensure his business was aboveboard. I<br \/>\n  just want to make sure that we are compliant with the city<br \/>\n  code.\u201d<\/span>\n<\/p>\n<p>\n  <span style=\"color:rgb(0,0,0);\">With the limited permit, Faustino<br \/>\n  plans to host more live music, especially DJs and bossa nova and<br \/>\n  jazz bands. The idea was put on hold for the time being.<br \/>\n  Owner Robert Emerick in an email said his management team could<br \/>\n  change their mind someday, but even so, they\u2019ll ensure the<br \/>\n  exemption requirements for background performance will be met,<br \/>\n  making a permit unnecessary.<\/span>\n<\/p>\n<p>\n  <span style=\"color:rgb(0,0,0);\">As for Cooper and her brewery,<br \/>\n  each week they currently host a game night, a trivia night (both<br \/>\n  exempt from the permit) and an open-mic night, which does require<br \/>\n  a permit.
