In a written comment included in the packet, Keith Emerson said he believed the property\u2019s earlier transition to commercial use was meant for \u201cprofessional office space or as a residence,\u201d not an entertainment venue serving food and alcohol. \u201cIf this request passes, I worry it will change the character of our neighborhood and, as a result, have a negative effect on the value of my property down the street,\u201d Emerson wrote.<\/span><\/p>\n<p data-wisiwig-body1=\"true\" class=\"txtStyle_body1 mb_$body1\"><span>During the commission\u2019s discussion, Selena Thornton-Manuel asked for clarification on how the city enforces noise rules at night, specifically whether \u201cno noise after 10 p.m.\u201d applies in residential areas. <\/span><\/p>\n<p data-wisiwig-body1=\"true\" class=\"txtStyle_body1 mb_$body1\"><span>Planning Director Kevin Wyne responded that enforcement depends on the use and the surrounding zoning districts, citing \u201cperformance standards within our unified development ordinance\u201d and noting that a residential zoning district is about a block away from the Central Business District location.
