{"id":2339650,"date":"2026-03-21T06:14:32","date_gmt":"2026-03-21T06:14:32","guid":{"rendered":"https:\/\/celebrity.land\/en\/?p=2339650"},"modified":"2026-03-21T06:14:32","modified_gmt":"2026-03-21T06:14:32","slug":"council-to-consider-entertainment-district-ordinance-repeal-news","status":"publish","type":"post","link":"https:\/\/celebrity.land\/en\/council-to-consider-entertainment-district-ordinance-repeal-news\/","title":{"rendered":"Council to consider entertainment district ordinance repeal | News"},"content":{"rendered":"<p><\/p>\n<div id=\"article-body\" itemprop=\"articleBody\" false=\"\">\n                                <meta itemprop=\"isAccessibleForFree\" content=\"true\"\/><\/p>\n<p>Norman City Council will consider repealing an ordinance related to the <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.oudaily.com\/news\/norman-rock-creek-entertainment-district-lawsuit-plans\/article_4a3d0ae1-cf66-4c1d-afef-bb081a58ef57.html\" target=\"_blank\">Rock Creek Entertainment District<\/a> during its Tuesday meeting, according to a council member\u2019s social media post.<\/p>\n<p>In a <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.facebook.com\/kimberly.blodgett\/posts\/pfbid02EvgwC6RYmDTs8tNFv5BmnTV5aT9f228QGFSoc6g35yNFEBudD7qDF8KKc92EmLM2l\" target=\"_blank\">Facebook post<\/a> Friday evening, Ward 7 councilmember Kimberly Blodgett wrote that she, along with Ward 1 Councilmember David Gandesbery and Ward 5 Councilmember Brandon Nofire, \u201cused the rule of 3 to get the ordinance repeal on the agenda.\u201d<\/p>\n<p dir=\"ltr\">An <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/s3-us-west-2.amazonaws.com\/municipalcodeonline.com-new\/norman\/ordinances\/documents\/1680213048_O-0223-23.pdf\" target=\"_blank\">ordinance repeal<\/a> is a legislative action that removes a previously adopted law from a city\u2019s code.<\/p>\n<p dir=\"ltr\">Blodgett wrote it was one of her \u201cproudest days on city council.\u201d<\/p>\n<p dir=\"ltr\">Blodgett confirmed in the comments of her post that the ordinance repeal was in relation to the Rock Creek Entertainment District.<\/p>\n<p dir=\"ltr\">\u201cIt was important to me to serve the over 500 emails I received to do this,\u201d Blodgett wrote in response to a comment from Cynthia Rogers, an OU economics professor and member of Oklahomans for Responsible Economic Development, a Norman-based group opposing the establishment of the entertainment district.<\/p>\n<p>In a comment on Blodgett\u2019s post, Rogers wrote that the ordinance repeal would give Norman residents \u201cthe best chance\u201d to send the entertainment district\u2019s tax increment financing, or TIF, districts to a public vote.<\/p>\n<p>Tuesday\u2019s meeting agenda had not been updated with the ordinance repeal at the time of this article\u2019s publication.<\/p>\n<p dir=\"ltr\">OU Daily reached out to Blodgett, Gandesbery, Nofire and Mayor Stephen Tyler Holman for comment and more information on the ordinance repeal Friday night but did not immediately receive a response.\u00a0<\/p>\n<p dir=\"ltr\">ORED&#8217;s attorney Rob Norman wrote in an email to OU Daily Friday that the organization is &#8220;pleased&#8221; council will consider the repeal.<\/p>\n<p dir=\"ltr\">&#8220;We remain steadfast in our goal to put the ARENA TIF Project&#8230; to a vote of the People of Norman,&#8221; Norman wrote.<\/p>\n<p dir=\"ltr\">Friday evening, Gandesbery made a <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.facebook.com\/share\/p\/1JkeZhuj7e\/\" target=\"_blank\">post on Facebook<\/a> with accompanying images related to a horoscope reading which read \u201cactions speak louder than words, and following through wholeheartedly will make a difference in the outcome.\u201d<\/p>\n<p dir=\"ltr\">\u201cMy pisces horoscope was dead on today. Glad to be able to lead by keeping promises to the voters,\u201d Gandesbery wrote.<\/p>\n<p dir=\"ltr\"><strong>Read more:<\/strong><\/p>\n<div class=\"inline-asset inline-article  subscriber-hide tnt-inline-asset tnt-inline-relcontent tnt-inline-article tnt-inline-relation-child tnt-inline-presentation-short-summary tnt-inline-alignment-center tnt-inline-width-two-thirds\">\n<article id=\"card-summary-715faed5-4542-40be-ace6-bb286bae7f77\" class=\"tnt-asset-type-article clearfix card summary has-image  letterbox-style-white  tnt-section-news\">\n<div class=\"card-container\">\n<div class=\"card-image \">\n<div class=\"media-preview-715faed5-4542-40be-ace6-bb286bae7f77 media-preview article-asset \" data-aspect=\"\">\n<figure class=\"photo layout-horizontal letterbox-style-white\">\n<div class=\"image\" data-toggle=\"modal\" data-target=\".modal-715faed5-4542-40be-ace6-bb286bae7f77\">\n<p>                    <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.oudaily.com\/news\/norman-tif-tax-rock-creek-entertainment-district\/article_715faed5-4542-40be-ace6-bb286bae7f77.html\" class=\"tnt-asset-link\" aria-label=\"What is a TIF and what does it mean for Norman&#x2019;s Rock Creek Entertainment District?\"><\/p>\n<p>                &#13;<br \/>\n                        <br \/>\n                <\/a><\/p><\/div>\n<\/figure>\n<\/div><\/div><\/div>\n<\/article>\n<\/div>\n<p dir=\"ltr\">In February, City Attorney Rick Knighton told council members he <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.oudaily.com\/news\/city-council-tax-increment-financing-ordinance-rock-creek-entertainment-district-monarch-habitat\/article_11a90134-0be2-4e51-bc76-b9920c3d5040.html\" target=\"_blank\">did not believe the city had the authority<\/a> to bring a TIF ordinance for the entertainment district to a vote of the people.<\/p>\n<p dir=\"ltr\">Knighton said the city does not have the authority, as set out by a 1983 opinion from a former Oklahoma attorney general, required to hold an election for the TIF ordinance.<\/p>\n<p dir=\"ltr\">Knighton said he would anticipate legal action if council sought to repeal the TIF ordinance, due to the economic development agreement <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.oudaily.com\/news\/cleveland-county-board-of-commissioners-university-north-park-entertainment-district-authority-norman\/article_c3add89e-fb89-11ef-bcef-63155b84e966.html#:~:text=Cleveland%20County%20commissioners%20approve%20economic%20development%20agreement%20for%20UNP%20entertainment%20district&amp;text=A%20rendering%20of%20the%20proposed,Center%20Drive%20in%20north%20Norman.\">already being approved<\/a> by the Cleveland County Board of Commissioners&#8217; recreational and entertainment facilities authority.<\/p>\n<p dir=\"ltr\">In the event of a lawsuit, Knighton estimated the city\u2019s minimum liability would be $230 million.<\/p>\n<h2 style=\"text-align: center;\" dir=\"ltr\">Background<\/h2>\n<p dir=\"ltr\">Around 1 a.m. on Sept. 18, 2024, <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.oudaily.com\/news\/norman-city-council-approves-unp-entertainment-district-critics-discuss-pursuing-petition-for-citywide-vote\/article_bfe78f38-7543-11ef-b01e-0f121fbde730.html\" target=\"_blank\">Norman City Council approved the University North Park entertainment district 5-4<\/a>. During the meeting, <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.oudaily.com\/news\/norman-city-council-entertainment-district-approval-university-north-park-rock-creek-community\/article_5c5f59a0-7589-11ef-b174-f7f8c1839f7a.html\" target=\"_blank\">over 70 residents voiced support and opposition<\/a> to the district and its TIF model.<\/p>\n<p dir=\"ltr\">Days later, ORED filed a referendum petition with the city to turn the Rock Creek Entertainment District over to a public vote.<\/p>\n<p dir=\"ltr\">In February, the <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.oudaily.com\/news\/oklahoma-supreme-court-petition-rock-creek-entertainment-district-oklahomans-for-responsible-economic-development\/article_c6e98a59-bfa8-481a-b7ce-f3df62d734ff.html\" target=\"_blank\">Oklahoma Supreme Court ruled<\/a> the gist of ORED\u2019s petition to turn the entertainment district to a public vote was insufficient.<\/p>\n<p dir=\"ltr\">Ward 4 Councilmember Helen Grant and Holman \u2014 who served as Ward 7 council member at the time \u2014 were among those who voted against the entertainment district. Former Ward 3 Councilmember Bree Montoya and former Ward 5 Councilmember Michael Nash also voted against the entertainment district.<\/p>\n<p dir=\"ltr\">Ward 2 Councilmember Matthew Peacock, Ward 6 Councilmember Joshua Hinkle and Ward 8 Councilmember Scott Dixon were among those who voted in favor. Former Ward 1 Councilmember Austin Ball and former Mayor Larry Heikkila also voted in favor.<\/p>\n<p dir=\"ltr\">Alongside Blodgett, Gandesbery and Nofire, Ward 3 Councilmember Robert Bruce has expressed support for a public vote on the entertainment district.
