With content like anime and video games becoming an increasingly important driver of Japan\u2019s\u00a0economy, the government has in recent years been\u00a0expanding its support\u00a0initiatives\u00a0for the entertainment industry. This includes\u00a0monetary\u00a0subsidies aimed at improving working conditions and helping companies\u00a0localize and publish their content overseas\u00a0(and more recently,\u00a0even\u00a0grants aimed at indie developers<\/a>).\u00a0However,\u00a0it\u2019s been revealed that the frontline\u00a0staff\u00a0who actually\u00a0create\u00a0anime, manga and games are receiving a shockingly small percentage of the money.\u00a0<\/p>\n According to\u00a0MagMix<\/a>,\u00a0based on\u00a0materials<\/a>\u00a0published by Japan\u2019s Ministry of Economy Trade and Industry (METI)\u00a0earlier this year, the domestic entertainment industry received 6.77 billion yen in subsidies (about $42.5\u00a0million USD) in 2024.\u00a0<\/p>\n However, 54.9% of this total went towards\u00a0the live-action industry, with only 12.6% and 10.7% being\u00a0allocated\u00a0to anime and games respectively, suggesting a significant bias. Not only that, but when looking at a breakdown\u00a0within the anime industry,\u00a0the\u00a0subsidies\u00a0primarily went towards promotion,\u00a0localization\u00a0and\u00a0distribution, with actual creators receiving 0.0%. This\u00a0means\u00a0there\u00a0was\u00a0barely any\u00a0government\u00a0support trickling down directly to\u00a0anime\u00a0production staff.\u00a0In the game industry, the percentage\u00a0was\u00a0somewhat higher\u00a0at 1.4%.\u00a0<\/p>\n On the\u00a0flip side,\u00a0METI does seem aware that this is an issue, and the\u00a0ministry\u2019s\u00a0documents\u00a0indicate\u00a0that\u00a0it\u2019s\u00a0considering\u00a0introducing direct support for creators. However, as\u00a0MagMix\u00a0points out, there is concern about whether government officials have sufficient understanding of how the industry and its front lines work in the first place.\u00a0With how difficult it can be to even make ends meet,\u00a0many\u00a0anime creators have little time\u00a0and resources\u00a0to dedicate to applying for grants, which means that large enterprises with higher administrative capabilities get favored in the system.\u00a0<\/p>\n The\u00a0Japanese\u00a0government has set\u00a0a target of increasing annual overseas revenue related to\u00a0domestic content\u00a0to\u00a020 trillion yen (or about\u00a0$125.5 billion\u00a0USD)\u00a0by 2033, and in recent years, anime\u00a0in particular has\u00a0been reaching record-breaking revenue figures. However,\u00a0this has been accompanied by a\u00a0growing number of anime studio bankruptcies and closures<\/a>\u00a0as production companies face a \u201cprofitless boom.\u201d\u00a0In November last year, Teikoku\u00a0Data\u00a0Bank said that the anime industry\u00a0was\u00a0in\u00a0\u201curgent need of\u00a0measures\u201d\u00a0to\u00a0get\u00a0back on its feet, so a grant system that targets creators more directly seems to be much needed.\u00a0<\/p>\n
