{"id":2404912,"date":"2026-05-06T17:55:29","date_gmt":"2026-05-06T17:55:29","guid":{"rendered":"https:\/\/celebrity.land\/en\/?p=2404912"},"modified":"2026-05-06T17:55:29","modified_gmt":"2026-05-06T17:55:29","slug":"gulf-royal-family-banks-over-e70-million-in-eu-farming-funds","status":"publish","type":"post","link":"https:\/\/celebrity.land\/en\/gulf-royal-family-banks-over-e70-million-in-eu-farming-funds\/","title":{"rendered":"Gulf Royal Family Banks Over \u20ac70 Million in EU Farming Funds"},"content":{"rendered":"<p><\/p>\n<div>\n<p>The UAE\u2019s ruling royal family is benefiting from tens of millions in EU subsidies to grow crops destined for the Gulf, it can be revealed.<\/p>\n<p>A new cross-border investigation, shared with The Guardian, found that subsidiaries controlled by the Al Nahyans collected over \u20ac71 million (\u00a361 million) in just six years for farmland it controls in Romania, Italy and Spain.<\/p>\n<p>The Al Nahyan family is the second <a target=\"_blank\" href=\"https:\/\/www.investopedia.com\/articles\/insights\/052416\/top-10-wealthiest-families-world.asp\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">richest<\/a> in the world, with an estimated wealth of more than $320 billion (\u00a3235 billion), mostly derived from the emirates\u2019 vast oil reserves.\u00a0<\/p>\n<p>Subsidies under the Common Agricultural Policy (CAP) make up a <a target=\"_blank\" href=\"https:\/\/www.politico.eu\/article\/eu-budget-agriculture-farming-cap-tractor\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">third<\/a> of the EU\u2019s entire budget, <a target=\"_blank\" href=\"https:\/\/www.europarl.europa.eu\/topics\/en\/article\/20211118STO17609\/eu-agriculture-policy-in-numbers-infographics#:~:text=The%20European%20Union's%20Common%20Agricultural%20Policy%20(CAP),On%20supporting%20the%20market%20for%20agricultural%20products\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">paying out<\/a> around \u20ac54 billion (\u00a346.6 billion) each year to farmers and rural areas across the bloc. But an unknown proportion of this ends up in the hands of foreign investors \u2014 including those controlled by autocratic states.<\/p>\n<p>DeSmog, in partnership with El Diario and G4Media, reviewed data for thousands of CAP beneficiaries between 2019 and 2024, tracing 110 European subsidy payments to a network of companies and subsidiaries controlled by the UAE\u2019s Al Nahyan family and one of its sovereign wealth funds, ADQ.<\/p>\n<div class=\"newsletter-container newsletter-container-narrow\">\n<p class=\"newsletter-description\">Stay up to date with DeSmog news and alerts<\/p>\n<\/div>\n<p>The largest of these payments came through the Romanian agricultural company Agricost, which owns the EU\u2019s single <a target=\"_blank\" href=\"https:\/\/www.grainews.ca\/news\/europes-biggest-arable-farm-extends-to-57000-hectares\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">largest<\/a> farm, measuring 57,000 hectares, five times the size of Paris.<\/p>\n<p>EU farm subsidies disproportionately <a target=\"_blank\" href=\"https:\/\/www.theguardian.com\/environment\/2024\/nov\/03\/revealed-billionaires-ultimate-beneficiaries-linked-to-eu-farming-subsidies\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">benefit<\/a> large landowners. In 2024 alone, Agricost received \u20ac10.5 (\u00a39 million) in direct payments \u2014 more than 1,600 times the amount collected by the <a target=\"_blank\" href=\"https:\/\/agriculture.ec.europa.eu\/document\/download\/5eea4e51-6235-4e20-b3dc-203c263410bd_en?filename=direct-aid-report-2023_en.pdf&amp;prefLang=pl\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">average<\/a> EU farm.<\/p>\n<p>Campaigners have expressed alarm that the UAE, which has been widely condemned for jailing activists, criminalising homosexuality and multiple <a target=\"_blank\" href=\"https:\/\/genevasolutions.news\/global-news\/uae-torture-victims-speak-out-at-un-torture-committee-meeting\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">allegations<\/a> of torture \u2013 repeatedly denied by the UAE \u2013 benefits from regular EU farm payouts.<\/p>\n<p>The Al Nahyans and companies named in this article did not respond to multiple requests for comment. ADQ declined to respond.\u00a0<\/p>\n<p>The findings come as policymakers debate the future of the subsidy scheme. In July, the European Commission <a target=\"_blank\" href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_25_1847\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">published<\/a> a proposal for the next round of CAP payments for 2028 to 2034 \u2014 which could cap land-based payments to \u20ac100,000 per farmer each year. The proposal has been met with fierce opposition from European <a target=\"_blank\" href=\"https:\/\/agenceurope.eu\/en\/bulletin\/article\/13753\/3\/european-ministers-opposed-to-proposal-on-degressivity-and-capping-of-aid-post-2027\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">ministers<\/a>, some <a target=\"_blank\" href=\"https:\/\/www.farmersjournal.ie\/news\/news\/leading-mep-wants-to-spare-largest-cap-payments-from-redistribution-911879\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">MEPs<\/a>, and <a target=\"_blank\" href=\"https:\/\/copa-cogeca.eu\/Publications\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">industry<\/a> lobby <a target=\"_blank\" href=\"https:\/\/www.farm-europe.eu\/2025\/07\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">groups<\/a>.<\/p>\n<p>A spokesperson for the European Commission told DeSmog via email that it believed income support through CAP payments \u201cshould be better targeted including by reducing and capping payments for the bigger farms\u201d, and is calling on the European Parliament and Council to support its proposed changes to the subsidy system.<\/p>\n<p>\u201cThe CAP is not helping EU farmers; it continues to enrich the wealthiest landowners,\u201d said Faustine Bas-Defossez, director for nature, health and environment at the Brussels-based advocacy group the European Environment Bureau. \u201cAnd now, even worse, it is fuelling autocratic regimes.\u201d<\/p>\n<p><iframe id=\"datawrapper-chart-ORHQn\" style=\"width: 0; min-width: 100% !important; border: none;\" title=\"Companies owned by the UAE royal family receive tens of millions in EU funds\" src=\"https:\/\/datawrapper.dwcdn.net\/ORHQn\/2\/\" height=\"671\" frameborder=\"0\" scrolling=\"no\" aria-label=\"Mapas de ubicaci\u00f3n\" data-external=\"1\"><\/iframe><\/p>\n<h2 class=\"wp-block-heading\" id=\"h-agricultural-acquisitions\"><strong>Agricultural Acquisitions<\/strong><\/h2>\n<p>The Al Nahyans are the most powerful monarchy in the United Arab Emirates, which is made up of seven federated states, each with its own royal family. At the helm is Sheikh Mohamed bin Zayed Al Nahyan, leader of Abu Dhabi and president of the UAE.<\/p>\n<p>In just over 15 years, the Emirati dynasty has established itself as a major global agricultural player, acquiring swathes of land and agribusiness companies across Africa, South America and Europe. The UAE now <a target=\"_blank\" href=\"https:\/\/grain.org\/en\/article\/7170-from-land-to-logistics-uae-s-growing-power-in-the-global-food-system#_ftn5\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">controls<\/a> around 960,000 hectares of farmland worldwide.<\/p>\n<p>This expansion forms part of the Emirates\u2019 wider food security strategy, aimed at securing supplies for a country where high temperatures, water scarcity, and sandy soil make growing crops a major challenge. The UAE currently <a target=\"_blank\" href=\"https:\/\/www.weforum.org\/stories\/2025\/06\/how-a-local-global-ecosystem-approach-fuels-food-innovation-in-the-uae\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">imports<\/a> up to 90 percent of its food.<\/p>\n<p>The investigation found that in the EU, the expansion has been channelled through three main companies \u2014 in Spain, Italy and Romania.\u00a0<\/p>\n<p>Agricost, Romania\u2019s vast farm, was bought by the Al Nahyans in 2018 for an estimated <a target=\"_blank\" href=\"https:\/\/business-review.eu\/business\/al-dahra-the-owner-of-agricost-to-invest-eur-500-mln-in-romania-185191\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">\u20ac230 million<\/a> (\u00a3198 million) through Al Dahra, the UAE agribusiness group. Al Dahra was <a target=\"_blank\" href=\"https:\/\/aldahra.com\/our-company\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">founded<\/a> by the president\u2019s brother Sheikh Hamdan bin Zayed Al Nahyan, before Abu Dhabi\u2019s sovereign wealth fund, ADQ, <a target=\"_blank\" href=\"https:\/\/www.adq.ae\/newsroom\/adq-to-expand-its-food-and-agriculture-business-sector-portfolio-with-strategic-investment-in-al-dahra-holding-company\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">purchased<\/a> 50 percent of the firm in 2020.<\/p>\n<p>No information on Al Dahra\u2019s current ownership structure is publicly available, but DeSmog understands that it remains linked to individuals on the board, which is chaired by Sheikh Hamdan Bin Zayed, and his son, Sheikh Zayed Bin Hamdan Al Nahyan, who is married to the UAE president\u2019s daughter.<\/p>\n<p>Since 2012, Al Dahra has also acquired multiple farm companies in Spain, <a target=\"_blank\" href=\"https:\/\/www.aldahrafagavi.com\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">responsible<\/a> for over 8,000 hectares of land. Together, these received more than \u20ac5 million (\u00a34.3 million) in CAP subsidies between 2015 and 2024, DeSmog found.<\/p>\n<p>The UAE\u2019s Spanish and Romanian farms both cultivate alfalfa and other crops for animal feed, with the majority of produce designed for export, including to the Gulf. Al Dahra <a target=\"_blank\" href=\"https:\/\/aldahra.com\/wp-content\/uploads\/2024\/11\/online-aldahra-corrprate-profile-3.pdf\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">holds <\/a>a long-term contract with the UAE government to supply animal feed for the country, partly used for its rapidly <a target=\"_blank\" href=\"https:\/\/www.mordorintelligence.com\/industry-reports\/united-arab-emirates-dairy-market\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">growing<\/a> dairy sector.<\/p>\n<p>In 2022, sovereign wealth fund ADQ also purchased Unifrutti, a fruit producer with an estimated worth of $830 million (\u00a3610 million). According to DeSmog\u2019s analysis, Unifrutti\u2019s Italian farms received at least \u20ac186,000 in CAP subsidies in the three years following the sale.\u00a0<\/p>\n<p>The size of payouts to the UAE reflects major issues with the way CAP subsidies are calculated, which are largely based on the area of land farmed. The European Commission\u2019s proposal to cap direct payments would <a target=\"_blank\" href=\"https:\/\/agriculture.ec.europa.eu\/document\/download\/5eea4e51-6235-4e20-b3dc-203c263410bd_en?filename=direct-aid-report-2023_en.pdf\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">impact<\/a> only a fraction (0.5 percent) of the EU\u2019s top landowners, who currently capture 16 percent of the entire CAP budget.\u00a0The UAE\u2019s receipt of EU subsidies is \u201ca scandal hiding in plain sight\u201d, says Thomas Waitz, an Austrian Green Party MEP and party coordinator for the agriculture committee.<\/p>\n<p>\u201cNinety-nine percent of real European farmers receive less than \u20ac100,000 in subsidies. That money was never meant for fossil fuel dynasties, it\u2019s meant to strengthen real European farmers.\u201d<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-al-nahyan-control\"><strong>Al Nahyan Control<\/strong><\/h2>\n<p>The subsidised farms make up just one strand of Al Dahra and ADQ\u2019s agricultural push in Europe \u2014 an expansion which includes grain mills in <a target=\"_blank\" href=\"https:\/\/aldahra.com\/loulis-mills-and-al-dahra-strategic-alliance\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">Greece<\/a> and <a target=\"_blank\" href=\"https:\/\/www.reuters.com\/article\/emirates-food\/update-1-uaes-al-dahra-signs-crop-deal-with-bulgaria-based-ajd-agro-idUSL8N2C8387\/\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">Bulgaria<\/a>, as well as <a target=\"_blank\" href=\"https:\/\/aldahra.com\/wp-content\/uploads\/2024\/11\/online-aldahra-corrprate-profile-3.pdf\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">massive<\/a> <a target=\"_blank\" href=\"https:\/\/aldahra.com\/food\/#dairy\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">dairy farms<\/a> in Serbia.<\/p>\n<p>Despite technically being state-owned, ADQ is closely controlled by the UAE\u2019s ruling royal family, experts say.\u00a0<\/p>\n<p>\u201cThere is no clear boundary between the state and family coffers,\u201d Marc Valeri, associate professor in political economy of the Middle East at the University of Exeter, told DeSmog. \u201cThis is a very authoritarian and centralised regime, and the difference between state budgets and family budgets is completely blurred.\u201d<\/p>\n<p>The UAE has some of the <a target=\"_blank\" href=\"https:\/\/gulfnews.com\/business\/economy\/uae-ranks-third-globally-in-sovereign-wealth-assets-right-behind-us-china-1.500186230#:~:text=Economy-,UAE%20ranks%20third%20globally%20in,assets%2C%20right%20behind%20US%2C%20China&amp;text=Dubai:%20The%20UAE%20now%20ranks,and%20Dubai%20World%2C%20among%20others.\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">largest<\/a> sovereign assets in the world \u2014 as of 2025 its seven wealth funds hold almost $2.5 trillion (\u00a31.84 trillion).\u00a0<\/p>\n<p>These assets are largely managed by close relatives of the president. Between 2023 and January 2026, ADQ was <a target=\"_blank\" href=\"https:\/\/www.wsj.com\/world\/middle-east\/shake-up-elevates-u-a-e-crown-prince-into-260-billion-sovereign-wealth-role-7a665fa0\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">chaired<\/a> by Sheikh Tahnoon bin Zayed Al Nahyan, the president\u2019s brother and the country\u2019s national security advisor. Tahnoon is <a target=\"_blank\" href=\"https:\/\/projects.icij.org\/investigations\/pandora-papers\/power-players\/en\/player\/tahnoon-bin-zayed-al-nahyan\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">known<\/a> as the \u201cspy sheikh\u201d over accusations that he has orchestrated cyberwarfare against dissidents, and individuals and institutions overseas, including in the UK. Tahnoon has never publicly addressed these claims.<\/p>\n<p>Since January, ADQ has become part of Abu Dhabi\u2019s newest sovereign wealth fund L\u2019imad Holding, which is chaired by the Crown Prince Sheikh Khaled bin Mohamed bin Zayed Al Nahyan \u2014 the president\u2019s eldest son and likely successor.<\/p>\n<h2 class=\"wp-block-heading\" id=\"h-monopoly\"><strong>\u2018Monopoly\u2019<\/strong><\/h2>\n<p>The subsidies traced by DeSmog may provide just a snapshot of the total EU payments benefiting Gulf royals, due to patchy official data and a lack of transparency by UAE corporations.\u00a0<\/p>\n<p>All EU countries are required to publish information on the farms and farm owners receiving CAP subsidies. However, the entries only name the direct recipient \u2014 making it difficult or sometimes impossible to identify the ultimate owners and investors benefiting from the funds. Unifrutti, for example, owns farms in Sicily and the Almeria region of Spain, but no information about the subsidies received by these companies could be found.\u00a0<\/p>\n<p>Experts say that these kinds of large-scale foreign investments have contributed to major shifts in the EU\u2019s farming landscape.\u00a0<\/p>\n<p>Official <a target=\"_blank\" href=\"https:\/\/ec.europa.eu\/eurostat\/statistics-explained\/index.php?title=Farms_and_farmland_in_the_European_Union_-_statistics\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">figures<\/a> show that the EU lost 5.6 million farms between 2005 and 2023, the vast majority of which were small-scale, with many bought out by larger producers. Romania saw the greatest decline of all member states.<\/p>\n<p>In Spain, farmers selling alfalfa to be processed by Al Dahra said that the company\u2019s control over the region poses major risks for their income.\u00a0<\/p>\n<p>\u201cHere in the village they have a lot of power; we all end up having to go through Al Dahra. They set the price, and that\u2019s that,\u201d Josep Ripoll, a farmer in Fondarella, Catalonia, home to Al Dahra Europe\u2019s headquarters, told El Diario.\u00a0<\/p>\n<p>\u201cIt\u2019s a monopoly \u2014 [we have to] take it or leave it. I was much better off before they arrived.\u201d<\/p>\n<p>Christian Henderson, lecturer in modern Middle East studies at the University of Leiden, says that these kinds of large-scale foreign investments in land can also pose major challenges for countries like Romania, which has been hit by a major cost of living crisis in recent years, with <a target=\"_blank\" href=\"https:\/\/www.politico.eu\/article\/romania-presidential-election-voters-demographics-cost-of-living-crisis-poverty\/#:~:text=3.,following%20Russia's%20invasion%20of%20Ukraine.\" data-wpel-link=\"external\" target=\"_blank\" rel=\"external noopener noreferrer\">soaring<\/a> food prices.<\/p>\n<p>\u201cWhat does it mean for a society when [agricultural] resources are turned over to foreign investors? Most of the commodities are immediately exported.\u201d<\/p>\n<p>Morgan Ody, general coordinator of the smallholder union La Via Campesina and a vegetable farmer in Brittany, France, describes the flow of subsidies to the UAE as \u201ca waste of public money\u201d.<\/p>\n<p>\u201cThis is not how European citizens want their money to be spent \u2014 these farms aren\u2019t even producing food for them,\u201d she told DeSmog.\u201cThis kind of scandalous spending of EU money shows the failure of the current CAP system, where payments are based on the farm area.
