consider implementing tighter rules around royal <a target=\"_blank\" href=\"https:\/\/www.independent.co.uk\/topic\/property\">property<\/a> when he is king, including stopping those who do not have official duties from living rent-free in palaces, according to a report.<\/p>\n<p>Sources have told <em>The Sunday Times <\/em>that William wants his reign to ensure that the <a target=\"_blank\" href=\"https:\/\/www.independent.co.uk\/topic\/monarchy\">monarchy<\/a> is \u201cfit for purpose in the modern era\u201d, which will involve him examining the institution\u2019s costs.<\/p>\n<p>The newspaper reports that <a target=\"_blank\" href=\"https:\/\/www.independent.co.uk\/topic\/property\">property<\/a> allowances will be high on this list, said to be a priority for the future king.<\/p>\n<p>William will reportedly also consider banning the subletting of homes by <a target=\"_blank\" href=\"https:\/\/www.independent.co.uk\/topic\/royals\">royals<\/a>, and he is also said to be concerned about the optics of non-working <a target=\"_blank\" href=\"https:\/\/www.independent.co.uk\/topic\/royals\">royals<\/a> having preferential living arrangements.<\/p>\n<p>It comes after a report from the National Audit Office (NAO) <a target=\"_blank\" href=\"https:\/\/www.independent.co.uk\/news\/uk\/home-news\/andrew-royal-lodge-sublet-mountbatten-windsor-b2990107.html\" title=\"Andrew Mountbatten-Windsor sublet Royal Lodge cottages to boost private income \u2013 despite paying peppercorn rent\">last week revealed Andrew Mountbatten-Windsor was pocketing rental income<\/a> from three cottages on the Royal Lodge estate, while only paying a peppercorn rent himself.<\/p>\n<div class=\"sc-awdjp1-2 cbpRGD sc-awdjp1-3 image align-center\">\n<figure -->)<\/span><\/figcaption><\/figure>\n<\/div>\n<p>The report did not detail how much income Mr Mountbatten-<a target=\"_blank\" href=\"https:\/\/www.independent.co.uk\/topic\/windsor\">Windsor<\/a> generated from subletting the cottages, which cottages were sublet, or for how long they were rented out. It also did not disclose who his tenants were.<\/p>\n<p>However, a valuer estimated that the former Duke of York could have made \u201cup to \u00a3180,000 per year\u201d <a target=\"_blank\" href=\"https:\/\/www.independent.co.uk\/news\/uk\/home-news\/andrew-mountbatten-windsor-royal-lodge-sublet-earnings-b2990234.html\">from subletting the three properties<\/a>. <\/p>\n<p>The \u201cunique setting, security and prestige\u201d of the properties mean the former prince could have been bringing in between \u00a37,500 and \u00a315,000 per month in rental income, according to Robin Edwards, a property buying agent at Curetons.<\/p>\n<p>The NAO report revealed the property arrangements of members of the royal family, including the Prince and Princess of Wales. It was prompted by the controversy surrounding the disgraced former duke\u2019s lease and revelations that he had paid almost no rent since 2003.<\/p>\n<p>William and Kate Middleton rent a family home near <a target=\"_blank\" href=\"https:\/\/www.independent.co.uk\/topic\/windsor\">Windsor<\/a>, for which they pay \u00a3307,200 a year.<\/p>\n<p>Auditors also found that King Charles is paying the rents of <a target=\"_blank\" href=\"https:\/\/www.independent.co.uk\/life-style\/royal-family\/news\/princess-beatrice-eugenie-andrew-mountbatten-windsor-royal-lodge-rent-b2990344.html\" title=\"What next for Beatrice and Eugenie and their grace and favour lifestyle?\">Mr Mountbatten-Windsor\u2019s two daughters, Princess Beatrice and Princess Eugenie<\/a>, for their accommodation at St James\u2019s Palace and Kensington Palace respectively.<\/p>\n<p>The King\u2019s nieces Eugenie, 36, and Beatrice, 37, are non-working royals who both have jobs, and Beatrice is married to a multimillionaire property developer.<\/p>\n<p>Princess Beatrice\u2019s rent at St James\u2019s Palace is discounted to 68 per cent of open market value, and Princess Eugenie\u2019s Ivy Cottage at Kensington Palace is discounted to 64 per cent of open market value, according to the report.<\/p>\n<p>It does not detail the figures paid by the King through the privy purse.<\/p>\n<p>A spokesperson for Buckingham Palace previously said the report was \u201cin line with The Royal Household\u2019s commitment to transparency\u201d and they hope that the findings will \u201chelp correct, clarify or
