President <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.tvinsider.com\/people\/donald-trump\/\">Donald Trump<\/a> named Carr, a longtime FCC commissioner and a Project 2025 contributor, as FCC chairman in November 2024. And since then, Carr has been using enforcement actions, official letters and statements, and even a podcast interview to reshape the media landscape.<\/p>\n<p>Meanwhile, critics \u2014 including some within the FCC\u2019s own ranks \u2014 have accused Carr of bullying media companies into bowing to conservative policy goals. \u201cThe goal is to get companies to capitulate in advance, to the point where the FCC or the administration doesn\u2019t even need to speak,\u201d FCC Commissioner Anna Gomez told <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.politico.com\/news\/2025\/09\/27\/brendan-carr-kimmel-fcc-00583301\" target=\"_blank\" rel=\"noopener\">Politico<\/a> in September 2025. \u201cIt\u2019s the process that\u2019s the point. It\u2019s the threats that are the point.\u201d<\/p>\n<p>And Ari Cohn, lead tech counsel for the Foundation for Individual Rights and Expression, told Poltico\u2019s <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.politico.com\/newsletters\/digital-future-daily\/2025\/09\/23\/the-obscure-fcc-rule-driving-the-kimmel-argument-00576608\" target=\"_blank\" rel=\"noopener\">Digital Future Daily<\/a> newsletter that same month that the Carr-era FCC is using \u201cwhatever regulatory tools [it] has laying around at its disposal to punish speech with which the [Trump] administration disagrees.\u201d<\/p>\n<p>Here are five ways Carr has been wielding those tools.<\/p>\n<h2>1. Threatening broadcasters through equal-time and news-distortion rules<\/h2>\n<p>Carr has been drawing unprecedented lines around which TV shows are news programs and which aren\u2019t, as Politico reported. He applied an FCC rule about \u201cnews distortion\u201d to both <em><a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.tvinsider.com\/show\/60-minutes\/\">60 Minutes<\/a><\/em> for a <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.tvinsider.com\/people\/kamala-harris\/\">Kamala Harris<\/a> interview \u2014 before Paramount <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.tvinsider.com\/1200632\/dan-rather-issues-blunt-response-paramount-settling-donald-trump-lawsuit-60-minutes\/\">paid Trump $16 million<\/a> to settle a lawsuit over the same segment \u2014 and, controversially, to <em><a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.tvinsider.com\/show\/jimmy-kimmel-live\/\">Jimmy Kimmel Live!<\/a><\/em> \u2014 after host <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.tvinsider.com\/people\/jimmy-kimmel\/\">Jimmy Kimmel<\/a> <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.tvinsider.com\/1216110\/jimmy-kimmel-live-blocked-nexstar-abc-affiliates-charlie-kirk-response\/\">made divisive quotes about the Charlie Kirk killing<\/a>. Carr also threatened federal action against ABC affiliates who carried <em>Jimmy Kimmel Live!<\/em>, even going so far as to say, \u201cWe can do this the easy way or the hard way,\u201d per <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.npr.org\/2025\/09\/18\/nx-s1-5544559\/abc-jimmy-kimmel-comments-charlie-kirk\" target=\"_blank\" rel=\"noopener\">NPR<\/a>.<\/p>\n<p>The FCC chair has also been <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.tvinsider.com\/1240632\/the-view-fcc-new-guidance-late-night-bona-fide-talk-show\/\">casting skepticism<\/a> that <em><a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.tvinsider.com\/show\/the-view\/\">The View<\/a><\/em> qualifies as a news interview show exempt from the equal-time regulations that require competing candidates to have the same access to broadcast TV during an election, according to Politico. And recently, this February, <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.tvinsider.com\/people\/stephen-colbert\/\">Stephen Colbert<\/a> <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.tvinsider.com\/1246066\/stephen-colbert-cbs-banned-interview-james-talarico\/\">blamed CBS lawyers\u2019 interpretation of the FCC\u2019s equal-time guidance<\/a> for the cancellation of a <em><a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.tvinsider.com\/show\/the-late-show-with-stephen-colbert\/\">Late Show<\/a><\/em> interview with Texas State Rep. James Talarico. In <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/youtu.be\/oh7DPSP65JA?si=c8KSLri0K2mxK9Ig\">the same monologue<\/a>, Colbert called out a January 2026 letter in which Carr considered dropping equal-time exemptions for talk shows he considered \u201cmotivated by partisan purposes.\u201d<\/p>\n<div class=\"jeg_video_container jeg_video_content\"><iframe loading=\"lazy\" title=\"&amp;apos;Federal Censorship Commission&amp;apos; FCC Chair Brendan Carr faces Senators on &amp;apos;Kimmelgate&amp;apos;\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/Z8ShK6aP4-w?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/div>\n<h2>2. Advocating for the defunding of PBS and NPR<\/h2>\n<p>In January 2025, Carr wrote a letter to the presidents and CEOs of <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.tvinsider.com\/network\/pbs\/\">PBS<\/a> and NPR to inform them that he had ordered the FCC\u2019s Enforcement Bureau to investigate whether those public media organizations\u2019 member stations violated federal law by \u201crunning commercial advertisements\u201d in their acknowledgments of for-profit underwriters.<\/p>\n<p>\u201cTo the extent that these taxpayer dollars are being used to support a for-profit endeavor or an entity that is airing commercial advertisements, then that would further undermine any case for continuing to fund NPR and PBS with taxpayer dollars,\u201d he <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/static01.nyt.com\/newsgraphics\/documenttools\/340343f285781674\/6da3eb69-full.pdf\" target=\"_blank\" rel=\"noopener\">wrote in the letter<\/a>, which <em><a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2025\/01\/30\/business\/media\/npr-pbs-fcc-investigation.html\" target=\"_blank\" rel=\"noopener\">The New York Times<\/a><\/em> obtained.<\/p>\n<p>Carr also told the execs he \u201c[did] not see a reason why Congress should continue sending taxpayer dollars to NPR and PBS.\u201d<\/p>\n<p>Seth Stern, the director of advocacy at Freedom of the Press Foundation, told the <em>Times<\/em> Carr seemed to be readying for a larger fight against public media. \u201cThe end of Mr. Carr\u2019s letter tellingly goes far beyond underwriting and talks about his thoughts on whether public media should be funded at all and notes that this underwriting issue might be relevant to a broader legislative debate,\u201d Stern said.<\/p>\n<p>That July, Congress approved rescinding an allocation of $1.1 billion to the Corporation for Public Broadcasting (CPB), thereby <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.tvinsider.com\/1203302\/mister-rogers-speech-pbs-npr-funding-cut-trump\/\">ending federal support<\/a>\u00a0for NPR, PBS, and their member stations, as <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.npr.org\/2025\/07\/18\/nx-s1-5469912\/npr-congress-rescission-funding-trump\" target=\"_blank\" rel=\"noopener\">NPR<\/a> reported.<\/p>\n<h2>3. Pressuring media companies to end DEI practices<\/h2>\n<p>In February 2025, Carr announced he was investigating NBCUniversal and parent company Comcast over its diversity, equity, and inclusion (DEI) efforts, which he claimed were \u201codious to a free people whose institutions are founded on a commitment to equality,\u201d per <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/abcnews.com\/Politics\/fcc-head-seeks-investigation-nbcuniversal-dei-efforts\/story?id=118756952\" target=\"_blank\" rel=\"noopener\">ABC News<\/a>.<\/p>\n<p>Geoffrey Starks, then an FCC commissioner, expressed \u201cgrave concern\u201d over the enforcement action, saying it was \u201cout of our lane and out of our reach.\u201d<\/p>\n<div class=\"jeg_video_container jeg_video_content\"><iframe loading=\"lazy\" title=\"TENSE: Glenn Ivey Tears Into FCC Chairman Brendan Carr Over DEI Crackdown: \u2018That Is Not True\u2019\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/a_dqjDrdtSk?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/div>\n<p>Paramount, which had its Skydance merger up for FCC review at the time, told employees that same month it was <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.tvinsider.com\/1211020\/daniel-dae-kim-dei-hollywood-rollbacks\/\">pulling back on DEI policies<\/a>, according to <em><a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2025\/02\/26\/business\/media\/paramount-dei-policies.html\" target=\"_blank\" rel=\"noopener\">The New York Times<\/a><\/em>.<\/p>\n<p>In March 2025, Carr announced he was ordering an investigation into the Walt Disney Co. and ABC over concerns the companies were promoting \u201cDEI discrimination,\u201d per <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.npr.org\/2025\/03\/29\/nx-s1-5344469\/fcc-disney-dei-changes-abc\" target=\"_blank\" rel=\"noopener\">NPR<\/a>. That same month, he indicated he would block mergers and acquisitions between companies with DEI initiatives, according to <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-03-21\/fcc-s-carr-threatens-to-block-m-a-for-companies-with-dei-plans\" target=\"_blank\" rel=\"noopener\">Bloomberg<\/a>.<\/p>\n<h2>4. Giving local broadcasters more leverage over networks<\/h2>\n<p>Under Carr, the Trump-era FCC has also boosted local broadcasters\u2019 power in the media ecosystem, <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/www.politico.com\/news\/2026\/04\/25\/donald-trump-carr-conservative-tv-00891426\" target=\"_blank\" rel=\"noopener\">Politico<\/a> reported this month. For instance, the commission approved a $6.2 billion Nexstar\u2013Tegna merger set to create a media giant that reaches about 80 percent of U.S. households. Carr also told Politico he wanted to make it easier for TV stations to preempt network programs without breach-of-contract penalties. \u201cThere\u2019s a very healthy feedback loop when the local broadcasters could not just communicate their concerns to the national programmers but, if need be, actually preempt,\u201d he said.<\/p>\n<div class=\"jeg_video_container jeg_video_content\"><iframe loading=\"lazy\" title=\"&amp;apos;The Deal Is Outrageous!&amp;apos;: Neguse Torches FCC Over Nexstar-Tegna Merger\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/ffQZ-ylHPTw?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/div>\n<p>Again, Gomez criticized the commission\u2019s actions. \u201cWhen the FCC\u2019s campaign to cancel Jimmy Kimmel failed, thanks to the loud, public outcry from local communities, the agency quietly went looking for a censorship backdoor,\u201d she said in a statement to Politico. \u201cThat\u2019s why it is suddenly very interested in using affiliate broadcasters to indirectly pressure networks into dropping programming it dislikes.\u201d<\/p>\n<h2>5. Questioning appropriateness of LGBTQ-inclusive children\u2019s TV<\/h2>\n<p>In another development this month, the FCC launched an inquiry into TV ratings for children\u2019s TV programs, stating that parents were concerned that \u201ccontroversial gender identity issues\u201d are being included in children\u2019s TV programs and that \u201cindustry guidelines that parents rely on are rating shows with transgender and gender non-binary programming as appropriate for children and young children,\u201d per <a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/deadline.com\/2026\/04\/glaad-slams-fcc-brendan-carr-harm-lgbtq-americans-1236868997\/\" target=\"_blank\" rel=\"noopener\">Deadline<\/a>.<\/p>\n<p>The inquiry set off alarm bells for LGBTQ advocates and allies. \u201cParents should absolutely have a say in what their kids watch, and parents already know that seeing an LGBTQ person on screen or in real life does no harm,\u201d GLAAD President and CEO Sarah Kate Ellis in a statement. \u201cWhat does cause harm is government overreach. Under Brendan Carr, the Federal Communications Commission is once again attempting to dictate what can be seen on television. \u2026 But this is about more than television.
