They have criticized sections that refer to public order, morality, convenience and local interest, warning that vague standards could lead to uneven enforcement. The proposal has divided the City Council. Some council members defended the measure as a way to balance business activity with neighborhood life. Others argued it could exceed municipal authority and affect rights related to business, assembly and expression.<\/p>\n<p>The regulation has not taken effect. It must still move through additional municipal steps and, if advanced, be published in La Gaceta, Costa Rica\u2019s official government newspaper, to open a public consultation period.
