An inspector returned to the bar on April 27 due to &#8220;citizen complaints&#8221; said Kandyce Stukes, communications manager with L&amp;I&#8217;s Quality of Life division. On that night, Stukes said, owner Robert Perry showed an &#8220;understanding and willingness to comply&#8221; with the city&#8217;s zoning code. The bar has no outstanding violations, but must obtain the accreditations to resume live entertainment.\u00a0<\/p>\n<p>A Special Assembly License is required for any business that has a lawful occupancy of at least 50 patrons and offers social entertainment such as dancing, DJs or live or recorded music.\u00a0<\/p>\n<p><a rel=\"nofollow\" target=\"_blank\" data-original-title=\"\" href=\"https:\/\/codelibrary.amlegal.com\/codes\/philadelphia\/latest\/philadelphia_pa\/0-0-0-292195#JD_14-601(7)\" style=\"font-size: 1.2em;\" title=\"\">Adult Cabaret permits<\/a><span> are mandated for establishments that feature &#8220;<\/span><span>topless dancers, go-go dancers, exotic dancers, strippers, male or female impersonators or similar entertainers exhibiting specified anatomical areas or performing specified sexual activities, or dancing, performing or acting in a lewd, sexually erotic, exciting, or stimulating manner,&#8221; per the city&#8217;s code.<\/span><span>\u00a0<\/span><\/p>\n<p>\nIn its Instagram post, Tattooed Mom called the directive the bar received from L&amp;I \u201cshocking\u201d and said the city&#8217;s interpretation of its zoning rules unjustly targets the LGBTQIA+ community, specifically in regard to the bar\u2019s drag and burlesque shows.\n<\/p>\n<p>\n\u201cNo red tape can stop Tattooed Mom from becoming a queer creative space,\u201d the post reads. \u201cWe will continue to speak out and support the LGBTQIA+ community while navigating outdated policy.\u201d\n<\/p>\n<blockquote class=\"instagram-media\" data-instgrm-permalink=\"https:\/\/www.instagram.com\/p\/Dap9_4LRZi_\/?utm_source=ig_embed&amp;utm_campaign=loading\" data-instgrm-version=\"14\" style=\" background:#FFF; border:0; border-radius:3px; box-shadow:0 0 1px 0 rgba(0,0,0,0.5),0 1px 10px 0 rgba(0,0,0,0.15); margin: 1px; max-width:540px; min-width:326px; padding:0; width:99.375%; width:-webkit-calc(100% - 2px); width:calc(100% - 2px);\"\/>\n<p>Tattooed Mom did not respond to multiple requests for additional comment.\n<\/p>\n<p>Stukes said L&amp;I was \u201csurprised and disappointed\u201d by the bar\u2019s statement, because the parties had been working together in good faith. Stukes said L&amp;I remains committed to collaborating with the bar\u2019s owners to reach a resolution.\n<\/p>\n<p>\n\u201cThis is not an effort to target a successful business or any marginalized community,\u201d Stukes said. &#8220;L&amp;I&#8217;s (Quality of Life Division) applies and enforces the City\u2019s laws consistently and fairly, regardless of a business\u2019s popularity, visibility or ownership. Suggesting otherwise misrepresents both our actions and our commitment to equitable enforcement.\u201d\n<\/p>\n<p>\nThe department&#8217;s crackdown on non-compliant businesses has been expanding for the past 1 1\/2 years, Stukes said. As part of Mayor Cherelle Parker\u2019s \u201csafer, cleaner, greener\u201d initiative, L&amp;I was split into the Quality of Life division and the Inspections, Safety and Compliance division.\n<\/p>\n<p>The Parker administration also established the Business Education and Enforcement Program, which helps business owners identify potential violations before formal inspections occurs. The Quality of Life division attempts to conduct at least 425 investigations every quarter. So far, 1,840 cases have been pursued this year,\u00a0<a rel=\"nofollow\" target=\"_blank\" href=\"https:\/\/philly-stat-360.phila.gov\/pages\/bee\">city<\/a> data shows.<\/p>\n<p>\nStukes said the Quality of Life division also has strengthened its partnership with the police department. Together, they coordinate inspections of late-night establishments where potential public safety concerns have been identified.\u00a0<\/p>\n<p><span>\u201cThese initiatives are applied citywide and are not directed at any single business, neighborhood or community,\u201d Stukes said. \u201cOur approach is rooted in education first, followed by fair and consistent enforcement when necessary.\u201d<\/span><\/p>\n<p>\nWhile it works through the \u201cdaunting, complicated and expensive\u201d zoning process, Tattooed Mom said it is continuing to host other queer community events, including art shows and workshops.
