The department\u2019s report does not provide further details on whether the alleged perpetrators are detainees, staff or other persons.<\/p>\n<p class=\"dcr-130mj7b\">The report highlighted a \u201ccorrelation\u201d between a higher rate of detainees with criminal histories (88.55%) and increases in the number of critical incidents.<\/p>\n<p class=\"dcr-130mj7b\">However, Foster said:<\/p>\n<blockquote data-spacefinder-role=\"inline\" class=\"dcr-154zxly\">\n<p>The number of incidents is too many, and we need to keep working if we are to reduce that number.
