City of Redding passes entertainment zone, allowing open alcohol containers downtown

REDDING, Calif. — The City of Redding has agreed to create an entertainment zone downtown, during the council’s meeting on Tuesday evening.

This decision follows the passage of Senate Bill 969 which allows California cities to create designated public areas where people who are 21 and older can legally possess and consume alcohol in an open container.

Assistant City Manager Steve Bade presented on the entertainment zones topic during Tuesday’s meeting. He said that Redding’s entertainment zone would operate 365 days a year from 10 a.m. until 10 p.m. to minimize late night disturbances.

City staff is proposing that they will work with the Redding Police Department (RPD) and Alcoholic Beverage Control (ABC) to decide what types of alcoholic beverages and containers will be allowed. For now, they are considering a durable non-glass, non-metal container.

City Manager’s Office believes that creating the entertainment zone will stimulate local economies, enhance cultural and social activities and promote downtown vibrancy.

The proposed entertainment zone geographic boundaries are similar to the existing downtown core zone. The north end will be Eureka Way, capturing Woody’s and The Shack. The western boundary is Oregon Street down to South Street, then moving into Waldon Street. The south end is Lincoln Street, capturing Pourboys Tapyard. The eastern boundary is Pine-East Street ally which sets up for the current and future storefronts along that side of Pine Street. Bade added that the boundaries of the entertainment zone will be clearly marked by visible signage, posted at every intersection of the zone, telling the public to not take alcoholic beverages outside the zone.

According to Bade, within six months of the zone establishment, staff, in collaboration with RPD, will submit a report to City Council that provides feedback on the zone’s activities, vibrancy, safety and security concerns. The report will also include information on aspects of the zone that may need to change.
