WICHITA, Kan. (KWCH) – Park City’s City Council approved incentives to fund a $500 million entertainment complex called Champtown, which includes an estimated $145 million in STAR bonds.
The ordinance passed with an 8-1 vote after nearly an hour of presentations from the developers and questions from council members. Ward 2 Council Member George Glover was the only member to oppose the measure.
Charles Schwanke, president of the Park City City Council, noted that large projects like this often raise many questions.
“When you’re dealing with a project that’s over $500 million, there’s a lot of things that have to be put together first before it can actually go ahead, and I think we’re getting to that point where they’re possibly ready to go ahead and get this thing done,” Schwanke said.
Assistant City Administrator Dana Walden stressed the importance of involving Park City residents in the decision-making process.
“It’s important for us to hear from our citizens, we’ve heard that people were interested, and they’re very favorable of this, but we really need to hear from our constituents,” said Walden.
The Park City entertainment development is expected to feature an aquarium and a 40,000-square-foot multi-sport facility. Developers from Stinson LLP said there are also plans for a boardwalk, a butterfly pavilion, and a hotel with 150 to 200 rooms adjacent to the sports facility.
One major concern raised during Tuesday’s meeting was the timeline for the project.
“It’s pretty common that everyone (projects) takes longer than they want them to, and this one has been that way too,” said Todd Lasala, a partner at Stinson. “I think it’s well worth the wait, and I think the retail commitments they have: the contracts, the letters, the leases to intent, this one feels very real to me. I think there’s a lot of reason to be optimistic from where we stand right now.”
Developers expect the facility to open as early as 2028, with construction scheduled to begin by the end of this year.
