The Mansfield City Council voted unanimously Jan. 12 to approve a development plan for roughly 17.419 acres in the $2.5 billion Staybolt Street Entertainment District. The plan is the next step in moving construction of key elements of the district forward.

The area voted on by council includes three lots that will include a hotel, the convention center, an office tower and mixed-use blocks.

“We are focused on the future, and we’re ensuring that this development plan meets the criteria that’s needed to get these new amenities up and available for our residents and visitors alike, sooner than later,” Mayor Michael Evans said in his recap after the meeting. 

The area involves lots located at the northeast corner of State Highway 360 and Lone Star Road. 

“The development plan before you this evening does have to include, per the ordinance, a concept plan depicting the layout, a transect zone, description of civic space types, identified development intensity, identified building types, including the heights of those buildings identified, as well as a phasing plan,” Clayton Comstock, executive director of planning and development services, told the council before they voted. “So, all those components are part of the development plan before you this evening, including standards for commercial-ready space or flex commercial space.”

Ground was broken in August 2024 on the district, which will include a 7,000-seat multisport stadium.

The venue is owned by the city, while REV Entertainment and the FC Dallas Major League Soccer team will manage day-to-day operations and develop yearlong programming.

The development will include hotels with AI integrations and engineered spaces for athletes after Dallas-based developer House of Tangram earlier secured about 30 acres for a public-private partnership project inside the Staybolt Street Entertainment District.

The project includes a high-tech hotel concept called Cache Legitimate & Kubo, featuring robotic bartenders, drone delivery and immersive media walls; a convention center with more than 33,000 square feet of programmable space; and Carbon Mansfield, which has been touted as the world’s first patented sports-centric hotel engineered for athletes and competitive teams.

Officials want the Staybolt Street district to be a hub for sports, tech and hospitality along 360 Tollway with the stadium already under construction.
