A new nonprofit organization is seeking to expand access to music education in Rochester‘s charter schools while drawing attention to a longstanding funding disparity between charter and district-operated schools.
Sound Foundations of Rochester has launched with a mission to support and strengthen music programs across the city’s charter school sector, where leaders say limited funding often forces schools to make difficult choices about arts programming.
According to the organization, Rochester charter schools receive roughly $20,809 less per student than district schools, equating to roughly 42 cents for every dollar spent on students in traditional public schools. Charter school leaders argue that disparity has limited their ability to offer programs that many students elsewhere take for granted, including music education.
“Of the 9,200 charter school students, roughly 30% of the city’s public school population, we estimate fewer than 2,000 are meaningfully engaged in music education,” said Joe Klein, chair of the Sound Foundations board and a longtime advocate for urban education. “Our mission to champion investment in public charter school music programs will combat the pervasive and harmful underfunding of charter school students in Rochester.”
The nonprofit describes itself as a coalition of educators, funders, school leaders, parents, students, musicians and community partners working together to expand opportunities for young people through music.
Several Rochester-area charter schools have already participated in pilot programs funded by Sound Foundations, with school leaders reporting positive results.
Sound Foundations is currently reviewing applications for the 2026-27 school year. Funding may support in-school music instruction, group ensembles, instrument purchases or rentals, sound production initiatives and other music-related programming.
Participating schools will track attendance, behavior, academic performance and other metrics to evaluate the effectiveness of funded programs.
