LAS VEGAS (KLAS) — Caesars Entertainment, Inc., and Caesars Palace agreed to pay a $7.8 million settlement after a money laundering complaint was filed by Nevada gaming regulators.
In the complaint, the Nevada Gaming Control Board (NGCB) alleged that an illegal bookmaker, Mathew Bowyer, ran “unsuitable” activities inside Caesars’ properties, which goes against Nevada’s law on money laundering.
The complaint details nine “cash front” deposits totaling nearly $4.5 million Bowyer made at Caesars Entertainment properties. Seven of the nine transactions happened at Caesars Palace in Las Vegas. He lost money at the casinos and claimed the losses on his taxes.
The long relationship between Caesars and Bowyer extends back to 2017, when the company’s file on him stated that his source of funds couldn’t be determined. Yet, the transactions continued until as late as 2021.
Bowyer has been at the center of money laundering investigations at Resorts World and properties belonging to MGM Resorts International, but this appears to be the first time Caesars has been linked to him.
Fines totaling $24.5 million against Resorts World, MGM Resorts and Wynn Resorts have been levied in 2025. The Caesars fine will put that total over $30 million this year.
Bowyer, 50, pleaded guilty in 2024 to running an illegal gambling business, money laundering and filing a false tax return. He was sentenced to 12 months and one day in prison and ordered to pay $1.6 million in restitution to the Internal Revenue Service.
Bowyer drew international attention when it was revealed that an interpreter who worked for Los Angeles Dodgers star Shohei Ohtani, had stolen nearly $17 million of the pitcher’s money to fuel a gambling addiction. Ohtani was not involved.
Caesars Entertainment has agreed to pay the fine, as well as strengthen the company’s anti-money laundering (AML) program, including additional employee training on AML rules.
The NGCB plans to vote on the settlement on Nov. 20 in Las Vegas, where Caesars’ lawyers are expected to be present.
