City wants study to assess costs and new revenue for sports and entertainment district

SAN ANTONIO – The City of San Antonio has started the search for two key consultants to assist with the sprawling, downtown sports and entertainment district.

In a Tuesday briefing, the city’s Audit Committee was told the city will be putting out a Request For Qualifications to find an Executive Program Manager, or EPM. The EPM would be a firm, not an individual, and once hired, that firm would coordinate all the district projects, from infrastructure around the new Spurs arena to the Convention Center expansion.

The contract with the Executive Program Manager would have an estimated value of $10 Million.

Also at today’s briefing, the Audit Committee was told the city is seeking another firm to conduct a study on the projected impact the district may have on city services, like traffic control, security, fire and EMS and maintenance. The study would identify ways to cover those additional costs and who would pay for them. The study would also identify “new revenue opportunities for the proposed sports and entertainment district”.

That contract would have an estimated value of $350,000.

When firms respond to the city’s solicitations they will be evaluated by the city staff and the city council will decide whether to approve the contracts. The city hopes to accomplish that by April.
