Responding to a question in the Lok Sabha on aviation rules, Minister of State for Civil Aviation Murlidhar Mohol highlighted that passengers who play loud music on a flight without using earphones could face penal action. While there is no new standalone law targeting music onboard, Mohol clarified that provisions already exist to address such conduct (though they have not been strictly enforced in the past). Under these existing aviation rules, any behaviour deemed disruptive and unruly, interfering with safety, or causing discomfort to crew and fellow passengers, can invite penal action. This includes playing music on a flight loudly on a mobile phone or other electronic device.

The minister clarified that soft instrumental music played by airlines during boarding and disembarkation, or entertainment provided through official in-flight systems, is not affected. The advisory applies specifically to personal devices used at high volume without earphones. Addressing a related concern, Mohol also referred to restrictions on vlogging and photography inside aircraft. Under Rule 13 of the Aircraft Rules, photography at DGCA-licensed aerodromes and from aircraft in flight is restricted without prior written permission. The government’s statement reinforces that existing aviation regulations can be invoked to ensure orderly conduct onboard. The Directorate General of Civil Aviation (DGCA) has issued Civil Aviation Requirements under the Aircraft Rules, 1937, which govern unlawful or disruptive behaviour inside aircraft.

What are the rules?

  • Airlines may refuse carriage or remove a passenger whose behaviour is considered inappropriate or unsafe.
  • The pilot-in-command has the authority to restrain any person whose actions compromise safety or good order onboard.
