PORTLAND –– The Portland City Council is set to vote tonight on whether to extend a 180-day moratorium that has been blocking the construction of a 3,300-seat music venue downtown.
The council in August 2025 approved a moratorium on new music venue projects with more than 2,000 seats. Concert promoter Live Nation New England is in the middle of the approval process for a 3,300-seat venue next door to the Merrill Auditorium on Congress Street.
The moratorium came on the heels of the venue proposal. The measure took effect in September 2025 and expires on March 9. If the council approves the extension tonight, the moratorium will last until Sept. 4.
In previous discussions, advocates for local music venues such as Merrill Auditorium and State Theatre expressed concerns that Live Nation’s venue would unfairly impact smaller venues in the city.
City officials have been reviewing the current city building codes to, according to city documents, “develop amendments for consideration by the Planning Board and City Council to address the concerns.”
