It’s that time of year again when Very Large Online Platforms have to file transparency reports in the European Union that include their latest user numbers there. TikTok and Instagram’s reports have been published, giving new insight into their growth in the EU.
TikTok ended June 2025 with 169.7 million monthly active users across the 27 EU member states – remember, the UK isn’t included in this. That was up 12.8% year-on-year, with TikTok having added 19.2 million users in the territory since the end of June 2024.
Instagram’s report reveals that it ended June 2025 with 281.8 million monthly active users in the EU. We can’t provide an exact year-on-year calculation as there wasn’t a January-to-June report for 2024.
However, Instagram’s April-to-September 2024 report said it had 269.1 million monthly users in the EU at the end of that period, meaning that it then grew by 4.7% – adding 12.7 million users – over the following nine months.
To boil this down: Instagram has been adding an average of 1.4 million users a month in the EU, but TikTok has been adding 1.6 million. That’s not a big enough difference to close the gap between the two very fast though: Instagram still has over 112 million more EU users overall.
