Norman City Council discussed hiring consultants to review the possibility of sending the Rock Creek Entertainment District tax increment financing districts to a public vote and approved a land rezoning in the South Greek area for a condominium development during Tuesday’s meetings.

Norman Arts Council is seeking an artist to design a large-scale public art installation for the University Town Center, a large shopping center in Norman.
According to the project’s official request for qualifications, Norman is commissioning an interactive or kinetic artwork for the site and the selected artist or team of artists will receive a $350,000 budget to cover design, fabrication, maintenance and installation costs.
Norman Arts Council Executive Director Leslie Nottingham said the council hopes the artwork will serve as a landmark and help draw in visitors.
“We thought a kinetic or an interactive art piece would suit that very nicely, …” Nottingham said. “Something that would be a showstopper that people would come specifically to see.”
Kinetic artwork moves on its own, often powered by wind or motors, allowing the installation to shift throughout the day. The council requests that the artwork function both in daylight and at night.
Redshirt junior linebacker Owen Heinecke said at OU’s Pro Day Thursday that he is all in with the NFL draft process, while he continues to be in an eligibility battle with the NCAA.
“Right now, the fact is that my year is not available, so obviously, I participated in Pro Day — full steam ahead on the NFL, …” Heinecke said. “I’m full steam ahead on the NFL, and that’s the message that’s been communicated to them. And when draft day comes, if I’m eligible for the draft, I’ll be ready for the draft.”
This comes after Heinecke’s initial petition for eligibility was denied on Jan. 29 and his appeal as well on Feb. 24. The NCAA is counting three games of lacrosse he played his freshman year at Ohio State against him.
Norman residents will head to the polls on April 7 to vote on five city propositions and a runoff election for the Ward 5 city council seat.
A proposition has to earn over 50% of the total votes to pass. Residents must register to vote no later than March 13, and can visit OK Voter Portal to find sample ballots and their designated polling location. The deadline to request an absentee ballot is March 23 and early voting will be available April 2 and 3.
