The Brownsville City Commission is considering whether to approve the implementation of the Midtown Entertainment District, a proposal that would create new rules for entertainment-oriented businesses in the area.

According to the report, Ordinance No. 2026-1795 would regulate “entertainment-oriented businesses, including restaurants, bars, nightclubs, and dance halls.” The stated purpose of the ordinance is to “ensure only licensed businesses and venues serve alcohol during the hours of 12:00 AM and 2:00 AM.”

The ordinance includes several operational requirements. It would prohibit “establishment staff from drinking alcohol on the job” and require “a licensed security officer on duty per 75 occupants.” The proposal also calls for “adequate lighting” and the use of “surveillance cameras with recordings kept for 14 days.”

In addition, the ordinance would require “proper ID verification for all patrons/guests on the premises.” The report notes that the rules would include “penalties for violations,” though specific penalties are not detailed in the summary.
