The discussion comes after Alpena County commissioners approved a proposal from Blackwater LLC, who are planning to build an entertainment complex at the site.

Blackwater and the Alpena County Fair Society are discussing a lease agreement that would allow the fair to still be held once a year with certain stipulations.
