When country fans talk about the greatest songwriters ever, names like Willie Nelson, Dolly Parton, Hank Williams, and Kris Kristofferson usually dominate the conversation. But a new chart-based study is turning some heads across Music City.
A newly released Record Research book, Joel Whitburn’s History of Top Country Singles 1944-2025, ranks the most successful country songwriters in Billboard chart history. Rather than relying on opinions or industry awards, the rankings are based on chart performance, giving weight to hit songs and especially No. 1 records.
And according to the research, the top two songwriters of all time aren’t country legends from decades past — they’re modern-day hitmakers.
The Top 10 Country Songwriters in Billboard Chart History
- Ashley Gorley
- Shane McAnally
- Bob McDill
- Bill Anderson
- Harlan Howard
- Billy Sherrill
- Craig Wiseman
- Tom Shapiro
- Rhett Akins
- Merle Haggard
“I think this chart actually reflects that,” says Record Research Partner Vinnie Freda. “Because of the impact of streaming services, there tends to be less of a curation that takes place compared to, say, the 20th century. The consumer has a little bit more of a say.”
Why Ashley Gorley Finished No. 1
If you’ve listened to country radio over the last two decades, you’ve probably heard dozens of Ashley Gorley songs without even realizing it.
His songwriting credits include hits recorded by Morgan Wallen, Luke Bryan, Carrie Underwood, Chris Stapleton, Thomas Rhett, and many more. With more than 80 chart-topping songs to his name, Gorley has become one of the most successful songwriters in Nashville history.
The Unsung Heroes Behind the Hits
While artists often receive the spotlight, songwriters are the foundation of country music. They’re the storytellers responsible for the heartbreak songs, drinking songs, love songs, and life lessons that fans connect with every day.
The new rankings also highlight legendary writers such as Bill Anderson and Harlan Howard, whose influence can still be heard in country music generations after their biggest hits.
Should Ashley Gorley and Shane McAnally be considered the greatest country songwriters ever based on their incredible hit-making records? Or do country legends like Willie Nelson, Dolly Parton, and Hank Williams still deserve the crown?
