A conditional-use permit for live entertainment past 11 p.m. for a Midtown Reno bar was unanimously approved by the Reno Planning Commission on Wednesday, Nov. 5.
In approving the permit for Jupiter Red, the Commission added an amendment restricting the bar from operating live entertainment past 11 p.m. Monday through Thursday, but this restriction sunsets after six months unless the City of Reno decides otherwise.
Bars are currently allowed to operate for 24 hours by right in the mixed-use zones like Midtown and downtown, but the city now requires a conditional-use permit if a bar wants to have live entertainment past 11 p.m.
Reno senior policy analyst Grace Mackedon said the bar has received complaints regarding noise and security, but police and code enforcement monitored it over the summer, and no violations were found.
Mackedon said the security plan to be approved by the Reno Police Department will also allow the operational hours to be scaled back in the future.
Midtown resident Samantha Rominick said she was in opposition of extending the bar’s live entertainment hours because she already hears noise from the bars in the area, and she’s worried about restless nights when she has to wake up for work.
Another resident in the area, Lori Soltis, said she was concerned about the noise, and the parking issues in their neighborhood from increased bar attendees.
“Like my neighbors have said, we’re losing sleep,” Soltis said. “It’s just been really tough the last year since they’ve opened.”
Eddy Arista, a representative of Jupiter Red, apologized to the residents experiencing noise issues and said the business would be willing to find a middle ground about regulating sound or operational hours to accommodate the neighbors.
“I’m more than willing to work with the residents,” Arista said. “I do (want) to figure out solutions and work together, so that we can build a better community.”
