Tigard Council not keen on allowing adult entertainment businesses in neighborhoods

Published 12:30 pm Friday, February 13, 2026

As Tigard pursues a long-range planning project involving what types of shops or services residents might want to see added into established neighborhoods, adult entertainment venues and gas stations aren’t likely in the mix.

On Tuesday, Feb. 10, the Tigard City Council was updated on the Housing, Opportunity, Mobility and Enterprise project, known as HOME, as the city continues gaining community input on the types of possible business ventures that could eventually be added to neighborhoods throughout the city.

“The goal of Tigard HOME is to bring more nearby shops and services to neighborhoods, expand home and property-use options, simplify neighborhood business rules, create safer, more connected walking paths and reduce climate impacts through reduction of vehicle miles traveled,” Amber Gomez, an associate city planner overseeing the HOME project, told the council about the project that kicked off last summer.

During the update, Gomez asked the council if it wanted any other commercial businesses allowed in those zones such as adult entertainment, commercial lodging, major event entertainment, motor vehicle sales and rentals, fuel sales and services, self-service storage facilities and more, noting public engagement hasn’t shown much support for those services.

While Councilor Heather Robbins said she was excited about the project, she wasn’t interested in some businesses locating in neighborhoods.

“I love the idea of having a dessert shop, or something I can walk (to) down the road, and get dessert that I don’t have at home,” said Robbins. “I would say just off the top of my head, I would not be interested in pursuing adult entertainment in a neighborhood, nor car sales or fuel sales.”

Infill of businesses not planned for Tigard Triangle, Washington Square

Other councilors also said they wouldn’t be interested in adult entertainment, which city code generally defines as adult-oriented bookstores or theaters.

As the process moves forward, Robbins and other councilors said they’d like to see a more complete list of businesses that might be allowed in city neighborhoods.

Gomez explained that Tigard HOME is focusing on existing residential neighborhoods and wouldn’t include planned districts such as Downtown Tigard, the Tigard Triangle or Washington Square.

Schuyler Warren, Tigard’s assistant community development director, said that while developers could tear down a home and replace it with something new, there wouldn’t be much incentive to do so.

“What we’re more likely to see is a home that’s on a corner — or something like that — where either an occupant or someone who’s not an occupant, opts to open a small business there,” said Warren. “It could be a cafe. It could be a small restaurant. It could be a pet supply store.”

This spring, city planners will present to the council a briefing on the direction of potential code recommendations. After finishing final community engagement this summer during the summer of 2026, staff will forward its conclusions.
