Wichita City Council to hear plans for entertainment district at K-96 and Greenwich

WICHITA, Kan. (KWCH) – The Wichita City Council will consider plans for a major entertainment addition to northeast Wichita’s Star Bond district at K-96 and Greenwich.

The third phase, proposed on Tuesday, would create a multi-sport athletic facility in the area and attractions like an ice skating rink, an amphitheater, and a surfing facility. The area generates nearly $12 million annually in tax revenue with attractions like Topgolf.

Major sports and entertainment complex planned

The centerpiece would be an NCAA tennis facility owned and operated by Wichita State University, featuring 12 outdoor courts and six indoor, climate-controlled courts.

Other planned attractions include an ice skating rink, an indoor golf experience, and an enclosed surfing venue that would be the first of its kind in Kansas.

The project also calls for an interactive baseball facility similar to Topgolf, an indoor go-kart racing attraction and a resort hotel.

Amendment to existing district

The proposal represents the final phase of development for the area and would amend the existing Star Bond district rather than create a new one.

“This does not expand the district boundaries. This introduces a new project plan, a new phase of the district, so the timeline is what the timeline is, the district has a shelf life of 20 years, so this captures the revenue that remains within the timeline of the district,” said Troy Anderson, an attorney with the city.

City leaders say there is no financial risk to the city with the project.

Developers say the Kansas Department of Commerce is supportive of the project. A public hearing will be held at the December 9 City Council meeting.
