The Cleveland County Recreational and Entertainment Facilities Authority accepted proposals to design, build and operate the Rock Creek Entertainment District arena and parking garage at its meeting Monday.
The authority issued a request for proposals on Aug. 12 with a submission deadline of Oct. 13. According to the request, OU would serve as the primary tenant of the multi-purpose arena.
Proposals to design, build and operate the arena came from:
• Legends Global, a venue management group based in Los Angeles;
• Gensler Architects, a design and architecture firm headquartered in San Francisco;
• and Manhattan Construction LLC, an Oklahoma City-based construction company
Proposals to design and build the arena’s parking garage came from:
• OVG, a professional sports and commercial real estate company based in Denver
• Populous Architects, a sports and entertainment design company headquartered in Kansas City
• and Flintco LLC, a construction and design company registered and licensed in 34 states
The authority will send the proposals to Hunden Partners, a real estate consulting firm based in Chicago, for further review. The proposals will be discussed at a later meeting, according to a county spokesperson.
Manhattan Construction LLC is currently overseeing the construction of the Oklahoma Aviation Academy, which will serve as a standalone building in the Max Westheimer Airport.
Flintco served as the general contracting company that oversaw the construction on Norman Public Library Central. The company is in litigation with the city of Norman and two other parties due to breach of contract following the mishandling of mold during the library’s construction.
