Kentucky Senate advances bill to bolster film and entertainment incentives

Kentucky’s film and entertainment incentive program could be getting some changes this legislative session.

Kentucky’s Senate passed a bill Tuesday that builds on a measure from 2025 that created the Kentucky Film Office.

Senate Bill 324 aims to strengthen the incentive program to attract high-profile productions and drive economic growth, according to state officials. It also makes changes to the Kentucky Film Leadership Council’s responsibilities and expands eligible productions to include video games, music videos and commercials.

The bill would require the Kentucky Film Office to review applications and forward completed applications to both the Cabinet for Economic Development and the Kentucky Film Leadership Council, according to officials.

Senate President Robert Stivers, R-Manchester, sponsored the bill.

“Senate Bill 324 positions Kentucky to compete more effectively for major film and entertainment projects while ensuring accountability for taxpayer dollars,” Stivers said. “By modernizing our incentive structure, expanding eligible productions, and strengthening oversight, we are creating an environment that supports job creation, encourages investment, and showcases Kentucky to a global audience.”

The bill would raise minimum thresholds for qualifying expenditures and payroll “to ensure a stronger return on investment,” according to officials. A certified audit from approved companies would also be required within 180 days of completing a production.

The House of Representatives will hear the bill next.
